    The Engineering Branch (ENB) manages, controls, guides and orchestrates all technical aspects of all AirC2-related internal and contracted projects throughout their lifecycle. It provides estimation of the required effort for each project/task and staffs, plans, allocates and manages engineering resources according to agreed priorities. As a subject matter expert, s/he will revamp WIPO’s IT security operations from the ground up, establish policies and standard operating procedures/response plans/playbooks and develop a team of highly skilled contracted cyber security analysts to proactively detect malicious behavior and enact countermeasures. A key objective for this role will be to lower the information security risk profile of WIPO through establishing capabilities for proactive and continuous monitoring, detection and coordinated responses to common and advanced information security threats.

    2.     Duties and Responsibilities

     

    The incumbent will perform the following principal duties:

     

    a.  Identify and present tactical and strategic recommendations on improving WIPO’s information security posture to management, in close coordination with business and technology teams.

    The NCI Agency is looking for a talented Senior System Engineer (Security)
     
    The Directorate Air Missile Defence Command & Control (AMDC2) ensures the harmonized planning, implementation, deployment evolution and support of the Air Command and Control System (ACCS) and other Air Command & Control (AirC2) and Ballistic Missile Defence (BMD) assigned programs, in a way that satisfies the operational requirements and minimizes the military risk, taking into account the NATO political, economic and schedule requirements and using the most suitable industrial and technological solutions. The Directorate AMDC2 is the procurement and implementation body of the NCI Agency, charged with the effective planning, execution, delivery into Service, evolution and through-life logistic support of NATO’s AirC2 / BMD systems and assigned national AirC2 systems.
     
    The Mission Assurance Branch (MAB) defines, establishes and maintains a mission assurance framework, in line with the NCI Agency’s policy and directives, in order to provide quality and safety assurance, CIS security services, configuration management, test, validation and verification of AMDC2 systems or appliances under procurement or support.  MAB independently ensures that the capabilities delivered by the Directorate AMDC2 to the operational user are safe and secure to use and fulfil their functional and non-functional requirements.
     
    The CIS Security Section (CISSS) establishes and maintains a CIS security framework for AMDC2 product /services.  The CISSS establishes and maintains security documentation for products/services; supports and coordinates external and internal security audits, manages product/service security certifications and accreditations.  The CISSS assesses changes for compliance with NATO security policy and regulations and determines the impact on product/service certifications and accreditations. The CISSS represents AMDC2 at various Agency internal and external security working groups including the AMDC2 Security Accreditation Board (ASAB). 
     
    Role Responsibilities
     
    Under the direction of the Head CISSS, you will perform the following duties:
    • Maintain AirC2 and BMD domain specific knowledge on security requirements, design and architecture and act as Subject Matter Expert for ACCS security issues;
    • Monitor security posture & security accreditation status of NATO BMD System of Systems;
    • Review Lifecycle-Engineering Change Proposals (L-ECPs) for NATO AirC2 and NATO BMD capabilities and services for impact on CIS security;
    • Review architectural/design changes of NATO BMD System of Systems and AirC2 for compliance with NATO Security Policy;
    • Review the security documentation in support of security accreditation for NATO BMD and AirC2 CIS;
    • Execute and support security inspections/audits and security testing for NATO BMD/AirC2;
    • Deputize for higher grade staff, if required;

    Person Specification
     
    We are looking for candidates with a Master’s degree or a Bachelor’s degree at a nationally recognized/certified University in a technical subject with substantial Information Technology (IT) content and in the area of CIS Security or exceptionally, the lack of a degree may be compensated by a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this post, such as programme management qualifications and experience, or with a military experience in the related subject with at least 12 years post related experience.
     
    Experience Required
     
    In addition to and 5 years’ experience (Master’s degree) or 7 years’ experience (Bachelor’s Degree) in the duties related to the function of the post, we also require the following:
    • Experience in defining CIS security requirements for CIS preferably for large-scale distributed software-intensive CIS with real-time and safety requirements (e.g. AirC2, BMD, ATM systems);
