The FMO reports to the three Donor States (Iceland, Liechtenstein and Norway) through the EEA Financial Mechanism Committee (FMC) for the EEA Grants and through the Norwegian Ministry of Foreign Affairs (NMFA) for the Norway Grants. Our focus is on reducing economic and social disparities in the European Economic Area (EEA) and strengthening bilateral relations between the Donor States and the 15 Beneficiary States. The grant schemes are worth €1.8 billion in the financing period 2009-2014, funding 150 programmes and over 6200 projects (the implementation of programmes and projects continues until 2017). Key sectors include research and innovation, social inclusion, environment, civil society, and justice and home affairs. The allocation for the financing period 2014-2021 totals €2.8 billion. Division Financial Mechanism Office Location Brussels Category/Level B6 Type/Duration of Appointment Fixed-term three years (renewable once if in the interest of the FMO) Start Date As soon as possible Job Reference VA 16/2016 Scope The Information Systems Engineer supports administration, maintenance and evolution of the DoRIS System. DoRIS is the main IT system for supporting administration of the EEA Grants and the Norway Grants and implementing the programmes funded by the grants. DoRIS is a web based software system, based on .NET and SharePoint architecture, and is being used by the FMO and by all Beneficiary and Donor States. DoRIS is also FMO’s main document management and archiving system. The Information Systems Engineer has the responsibility for administering and maintaining underlying hardware and software (including Sharepoint), and other technical support, maintenance and administration tasks based on established SLAs and contracts. The Information Systems Engineer report to reports to the Senior IT Officer/DoRIS project administrator and the Head of the Results and Evaluation Unit. Other tasks • Perform upgrades, apply patches, and maintain system databases • Maintain System Availability, Capacity Management, Performance, Security KPIs and relevant SLAs • Participate in the analysis, definition and testing of software components for DoRIS • Develop and maintain technical documentation • Provide support to users as a member of the Doris Support team • Liaison with IT unit of the EFTA secretariat, responsible for day-to-day IT support Qualifications Appropriate training (e.g. a Bachelor degree or technical training) degree in computer sciences. Experience At least five years of relevant work in system, database and application administration and/or maintenance, preferably of custom built systems. Experience in administering and/or maintenance of a web-application based on .NET Framework and SharePoint. Experience with the following technologies: Microsoft Windows Server and Server Technologies (Sharepoint, MSSQL, IIS,) and VMWare virtualisation platform. Additionally, experience in business intelligence solutions, data architecture, relational databases and data warehousing will be considered an asset.
