This post is assigned to the Directorate of Information Services, where the responsibility rests for accomplishing contract and project deliverables. The mission of the Network Services and IT Infrastructure (NSII) Service Line is to provide, through the Director of Information Services (DIS), services and products to sponsors through successful completion of contracted projects. NCI Service Area is accountable for the delivery of NATO Communications Infrastructure Services and is responsible to the customer for the initiation, transition, maintenance and support of all provided services. Included Legacy and IP based Classified and Unclassified Network Services, Classified and Unclassified Voice/Video Services, Transmission Infrastructure Services, Service Request Management, and more. Role responsibilities: Network Services Fulfilment (NSF) Cell is responsible for the complete network service provisioning of centrally provided/managed CIS Services, from the reception of the request to the delivery of the service and cessation at the end of its service life. Such Network services are to support NATO Operation & Exercises, NATO NCI Agency projects and peace time NATO HQ routine requests. This post effectively support service delivery and configuration management function for Network services for the Static, Exercise, Project and Operations that are implemented by NSII SL. An important responsibility of NSF is to assure that all incoming requests and services to be delivered are validated against NCIA network architecture and also any applicable SLA (Service Level Agreement). Expertise on network infrastructure and architecture that will be provided by the incumbent of this position will ensure that this task is performed in order to maintain reliability of the NCI Agency network infrastructure within NATO. Under the direction of the Network Services Fulfilment Cell Chief, but largely under own initiative, you will perform project duties such as the following: Contribute to the implementation of new CIS components or major modifications to CIS systems/networks; Coordinate the implementation process with all service providing elements, system managers, service managers, NCI Agency CSUs, NCISG, ACO and customers to ensure successful implementation; Issue NCI Agency CIS service orders and other instructions to service providing elements like system managers, NCI Agency CSUs and external providers; Ensure technical and security compatibility and feasibility before activation of service; Implement end to end Network services, activate the service and verify successful delivery; Report the activation and delivery and inform the customer; Inform the Operation Control and Management Centre about changes in networks and systems; Support users, collect problems and requirement, translating these into technical solutions; Coordinate and work closely with NSII NCI Service managers to support design and development of enhancements to services delivery and configuration management tools; Provide advice to Cell Head and Service Managers on End-to-End Network Services implementation; Implement, activate, verify and report successful delivery of End-to-End Network Services; Contribute to Network Services for NCI Agency projects, Exercises, Operations and DCIS; Participate on relevant committees and working groups to present NCI Agency views on NSF service implementation and configuration issues; Develop/improve service delivery implementation and configuration methodologies & procedures; Manage and maintain service delivery data, including configuration inventory; Validate the accuracy and consistency of the data in the Systems & Services Database and other related shared databases; Release Service Orders and Directives to Implementation community; Liaise and collaborate internally throughout the NCI Agency Service Line infrastructures and to external organisations for fault rectification activities; Create and maintain Standard Operating Procedures within the NSF Cell; Coordinate and perform configuration and evaluation of test scenarios within the NGCS Reference Facility, pertinent to the area of Routing and network configuration problem resolution; Perform operation and maintenance activities for current NATO operations; Coordinate and perform routing infrastructures design, configuration and maintenance activities for all appointed NATO exercise scenarios; Perform the practical evaluation of management tools and capabilities; Ensure a common understanding of the available toolsets and method of utilization within the centralised and distributed user base; Investigate and propose long term solutions to encountered equipment and configuration problems; Support operation and maintenance of the requesting and configuration management systems. Maintain users, roles and access rights to ensure application and data security. Person specification Qualification required: You need to hold as a minimum, a Bachelor of Science (BSc) degree at a nationally recognised/certified University in a discipline related to the function of the post such as Computer Science or Network Engineering and 2 years of function-related experience is required. Exceptionally, the lack of a university/college degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency; that is, extensive and progressive expertise in the duties related to the function of the post or progressive managerial experience in fields directly related to the function of the post. It is preferable that you hold a formal education on Information Technology Infrastructure Library (ITIL) Foundation or Higher; as well as a post graduate degree in a field related to the function of the post. Experience required: In addition to at least 2 years of relevant experience for this position, you will be required to prove: Broad and sound technical knowledge and experience in Local Area Networks (LANs), Wide Area Networks (WANs), the internet, intranets, or other data communications systems. Experience in network architectural design and knowledge of design principles and methodology to ensure cost-effective and optimal use of resources and technology without jeopardizing network integrity. Experience in network management ensuring that network infrastructure is fully documented and performing as required for internal and customer SLA guarantees and expectations by means of specific metrics and measurements. Knowledge of all Lifecycle aspects of information systems in a LAN/WAN environment. Practical experience in working level relations with the system end users, including the translation of user incidents or operational requirements into system design, specifications and solutions. Knowledge of International Standards Organization (ISO), Open Systems Interconnection (OSI) standards and their NATO implementations. Knowledge of CISCO Routing and Switching Elements. Knowledge of the configuration and operation of HP Network Automation or equivalent network automation and orchestration systems. Knowledge of the configuration and operation of Network Monitoring and Event Management systems ideally Intermapper, Spectrum, HP Openview and Splunk. Experience of working in a centrally managed network environment and in the use of an Incident/Change Management System such as BMC Remedy.
