Description
:  

Do you have experience in analysis, design, implementation and maintenance of Oracle e-Business Suite software? Do you have experience in the definition, analysis and implementation of new system engineering requirements? Do you have experience in working as part of multinational technical teams? This is a position within the NATO Communications and Information Agency (NCI Agency), an organization of the North Atlantic Treaty Organization (NATO). The NCI Agency is seeking an Engineer (Application Developer) to join our Service Support and Business Applications Service Line. As an Engineer (Application Developer) you will participate directly in the Service Design, Transition and Service Operation processes.

 

Role Responsibilities

 

The NCI Agency has been established with a view to meeting to the best advantage the collective requirements of some or all NATO nations in the fields of capability delivery and service provision related to Consultation, Command & Control as well as Communications, Information and Cyber Defence functions, thereby also facilitating the integration of Intelligence, Surveillance, Reconnaissance, Target Acquisition functions and their associated information exchange. This post is assigned to the Service Support and Business Applications Service Line (SSBA SL) of the NCI Agency’s Application Services Directorate. You will participate directly in the Service Design, Transition and Service Operation processes within the area of responsibility of the SSBA SL that includes: Human Resources Community of Interest (COI) Application services, Budget and Finance COI Application services, Acquisition Support Application Services, Business Process Management Application services, Project Management COI Application services, Business Intelligence Application services, Logistics COI Application services, Medical COI Application services, Information Management COI Application services, Facility and Conference Management services, Application Lifecycle Management Services, Demand Management Application Services. You will undertake the execution of a range of important management and technical tasks to support the Service Groups in the SSBA SL.

 

Under the overall direction of the Services Group Head, you will be responsible for software applications of assigned Business Applications, and you will perform duties such as the following:

  • Performs the analysis, design, implementation and maintenance of authorised software changes, related applications software and the integration/tailoring of vendor supplied components, following established procedures for quality, configuration control, testing, documentation and security.
  • Provides expeditious support services (including technical help desk) to ensure key information systems remain operational.
  • Assists in the maintenance of the operational and support environments for the software of all assigned systems.
  • Performs analysis, detailed problem diagnosis/resolution, programming, testing, writing documentation and participating in reviews, walkthroughs and audits.
  • Participates in the definition, analysis and implementation of new system engineering requirements.
  • Co-operates with appropriate authorities on QA and Configuration Control issues.
  • Monitors design, program and interface specifications during acquisition and operation phase and maintains user and system documentation during operational phase.
  • Participates to the Change Advisory Board (CAB) and the Integrated Project Team (IPT) meeting as Contributor.
  • Performs other duties as may be required.

 

Person Specification

Qualifications Required

 

It is essential that you hold as a minimum, a Bachelor of Science (BSc) degree at a nationally recognised/certified University in a discipline related to the function of the post and 2 years of function-related experience is required. Exceptionally, the lack of a university/college degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency.

 

It is considered desirable if you hold a formal certification in ITIL v3 or more recent certification. It is considered desirable to hold formal Oracle education certificate for the Oracle EBS development platform.

 

Experience Required

 

You will be required to prove, as a minimum, 2 years recent experience in Oracle E-Business Suite (R12) development. Further to this, it is also essential that you can display:

  • Knowledge and experience of Oracle RDBMS 11g or higher.
  • Detailed knowledge of SQL and PL/SQL.
  • Experience with Oracle E-Business Suite Workflow and Developer tools.
  • Detailed understanding of the Oracle E-Business Suite R12 data model.
  • Experience in working under software development methodology and with software implementation lifecycle.
  • Good documentation skills.
  • Experience with configuration and version control.

 

In addition, it would be considered highly desirable if you can demonstrate:

  • Technical and functional knowledge and experience of Oracle E-Business Suite 11g or higher in the following areas: Financials, Procurement, Inventory Projects, Human Resources.
  • Ability to configure and use Financial Statement Generator (FSG) and Web Application Desktop Integrator (ADI).
  • Knowledge of accounting fundamentals.
  • Working knowledge of the Oracle Application Implementation Methodology (AIM) and/or the Oracle Unified Methodology (OUM).
  • Experience of working with the Apache Subversion version control system.
  • Experience of working with the Customization Manager component of the Application Management Suite for Oracle E-Business Suite.
  • Experience with advanced reporting tools for the Oracle E-Business Suite such as Oracle Discoverer, Oracle BI Publisher (OBIP), Oracle BI Applications (OBIA) or Oracle BI Enterprise Edition (OBIEE).
  • Experience with Oracle Application Framework (OAF) development.
  • Experience with Oracle Application Express (APEX) development.
  • Knowledge of and experience with JAVA or any other object oriented, higher degree language.
  • Experience with code testing, optimization and performance tuning
  • Familiarity with incident handling procedures, strong analytical troubleshooting/debugging skills.
  • Basic knowledge of UNIX commands and shell scripting.
  • Familiarity with/ knowledge of industry-standard project management framework (e.g. Prince2).
  • Ability to work in cross functional teams.
  • Knowledge of NATO responsibilities and organization, including ACO and ACT.

Languages

 

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.

 

Travel

 

You may be required to travel for business purposes to NATO, national (NATO and non-NATO) and some Operational facilities (Both Inside and Outside of NATO boundaries). As well as this frequent travel between the NCIA offices may also be required.
