The EIB, the European Union's bank, is seeking to recruit for its Corporate Services Directorate (CS), Business Services Department (BSD) – Enterprise Applications Division (EA) at its headquarters in Luxembourg, a (Senior) Banking Software Specialist (x2 positions). These are full-time positions at grade 5/6.

The term of this contract will be 4 years.

Panel interviews are anticipated for beginning of JANUARY 2020.   

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose

The (Senior) Banking Software Specialist (internally referred to as (Senior) IT Application Officer) is responsible for delivering IT solutions in the area of treasury, borrowing, loan services, electronic payments, reconciliation and anti-money laundering.

You will support a series of critical financial applications, through business requirements analysis, technical solution design, software configuration, and the development of customer specific components. Project success directly contributes to EIB’s mission to finance projects and support the EU’s development.

Operating Network

You will report to the Head of Unit and work in close cooperation with all other IT Divisions and the user community. Externally, you will be in contact with relevant software suppliers and third-party consulting companies.

Accountabilities
  • Conduct analysis with business representatives to formulate solution design, identify and prioritise new business requirements
  • Take project management responsibilities for assigned IT projects, coordinating scheduling and implementation of new or enhanced software applications with business users and other IT technical teams
  • Ensure that IT policies and initiatives in own domain are implemented and key operational processes are run in the most effective and efficient way
  • Propose ideas to develop new technical solutions and participate in the choice of appropriate new IT solutions (e.g. acquisition of packages and/or development of internal programs) in the areas of finance and settlement to ensure that the Bank’s application systems are in line with business requirements while remaining cost effective
  • Prepare and execute test cases, notably for product and integrative testing
  • Provide 2nd level user support and ensure the maintenance of existing systems (either directly or through external teams)
  • Liaise with the software vendor and the 1st  line support team for problem resolution
  • Coordinate and supervise an external IT team so as to ensure the delivery of expected solutions to internal business customers
Qualifications
  • University degree in Computer Science or related discipline.
  • At least 5 years’ relevant professional experience involving requirement analysis, programming and 2nd level support on banking software packages 
  • Technological expertise in IT, including the design, development, implementation and maintenance of information management systems
  • Knowledge of one or more banking software packages, such as ION/WallStreet Suite, FIS/Sungard Apex, Front Arena, Murex, Calypso, OpenLink Findur, Bloomberg AIM
  • Sound technical background in programming and scripting languages (Unix shell, Python, Java, PL-SQL) and DBMS Systems (Oracle and/or Sybase).
  • Some knowledge of IT applications architecture and IT infrastructure
  • Knowledge of project management principles, methods and practices
  • Knowledge of financial instruments (such as bonds, derivatives, repos) and business processes (such as post-trade processing)
  • Excellent knowledge of English and/or French(*), with a good knowledge of the other. (Knowledge of other EU languages would be an advantage)

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
