    Purpose

    Operating Network

    Within the Risk Management Directorate, the primary role of the Project Management Unit is to coordinate between Risk Management and IT directorates on all IT related matters.

    You will report to the Head of Project Management Unit (PRMU) in the Applications and Data Management Division of RM/FIN. You will closely cooperate with all RM colleagues, as well as with IT and other Directorates.

     

    Accountabilities

    • Ensure the software solutions used within the Risk Management Directorate are conceived and implemented by IT according to the user’s expectations.
    • Analyse business requirements and specifications.
    • Write business cases and translate business requirements into functional specifications.
    • Organise testing of new releases in Risk Management related systems and follow-up on IT project implementation.
    • Ensure functional support for Risk Management in close cooperation with IT.
    • Draft and communicate functional and procedural documentation and user manuals.
    • Represent the Risk Management Directorate in Bank-wide initiatives or projects and inter-Directorate working groups, closely cooperating with RM Departments, as appropriate.
    • Make recommendations to simplify business processes and to implement the related changes. Seek consensus between Directorates on the alignment of business processes.
    • Develop complex reporting requested by the business users.

       

    Qualifications

    • University degree in a relevant domain, preferably in IT, Mathematics and/or Finance.
    • At least five years of relevant professional experience in Business Intelligence particularly in the coordination, design, development and maintenance of Data Warehousing solutions.
    • Deep understanding of finance and risk management, ALM, Credit and liquidity risk principles and data.
    • Experience with Best Banking Practices would be considered an advantage, particularly in the implementation of BCBS239 principles.
    • Deep knowledge of a reporting tool such as BusinessObjects.
    • Able to draft clear and concise reports in English and to produce accurate and reliable documents.
    • Excellent knowledge of English and/or French and a good command of the other*. Knowledge of other EU languages would be an asset.

    Operating Network

    You will report to the Head of Infrastructure Solutions and Projects Unit, responsible for providing quality network and unified communication architectures and designs in response to new business opportunities or changes to the existing infrastructure. You will cooperate with four other Solution Architects and Project Managers responsible for other areas of the IT Infrastructure scope.

    Accountabilities

    • Lead technology roadmap, design and implementation for the network and unified communication technologies (VOIP, telephony, videoconferencing, skype for business, etc.)
    • Lead the network and unified communication design activities for projects supporting the various IT infrastructure peer domains including server, storage, end user computing and information security
    • Supervise lab tests, proofs-of-concept, bug scrubs, and other technical evaluations

    HQ AIRCOM, located in Ramstein, Germany, is currently seeking a Database Manager (ACCS) to work in the Core JFAC (Joint Force Air Component), responsible for maintaining the HQ operational databases, and creating exercise/simulation databases as required for Air Domain and Ballistic Missile Defence.  What makes this position particularly enticing is that it will deal with the introduction of a new Air Command and Control (AirC2) tasking system using the Air Command and Control System (ACCS), as well as incorporating a number of ongoing commitments.     The NCI Agency is currently seeking an Engineer (Security Testing) to provide Web, infrastructure and application level penetration testing, as well as to provide security consultancy and advice to projects, plans.
     
    Role Responsibilities
     
    The CS SL is responsible for providing the broad spectrum of services in the following specialist security areas: CIS Security, Cyber Defence, Information Assurance, and Computer Security & Communications Security. 
     
    The NCI Agency Cyber Security Service Line (CS SL) is responsible for planning and executing all lifecycle management activities for cyber security. In executing this responsibility, CS SL provides specialist cyber security-related services covering the spectrum of scientific, technical, acquisition, operations, maintenance, and sustainment support, throughout the lifecycle of NATO Information Communications and Technology (ICT).
     
    Under the direction of Head Cyber Capability Validation Cell, and largely on your own initiative, you will perform duties such as the following:
    • Provide web & infrastructure penetration testing;
    • Provide security design reviews to ensure compliance with NATO policies and directives;
    • Provide security consultancy and advice to projects, plans, and other entities;
    • Lead and/or be part of the Red/Blue Team during NATO military exercises;
    • Represent the CS SL at the NATO Security Accreditation Board from a security testing perspective;
    • Build and sustain effective communications with different stakeholders; specifically, the NCIA Configuration Control Board, Security Accreditation Boards, NATO Security Accreditation Authorities, and NCI Agency organization units supporting accreditation processes;
    • Brief at both executive and technical levels on security reports and testing outcome, including at flag officer level;

    Qualifications Required
     
    You will be required to have Master of Science (MSc) degree at a nationally recognised/certified University in a technical subject with substantial Information Technology (IT) content with at least two years post related experience; or a Bachelor of Science (BSc) degree at a nationally recognised/certified university in a related discipline, with at least four years post related experience. Exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that are of interest to the NCI Agency; namely, at least 10 years of extensive and progressive experience in the duties related to the functions of this post.
     
    It is highly desirable for you to hold professional qualifications like: GPEN, CREST Certified Web Application Tester, GXPEN, GWAPT or equivalent.
     
    Experience Required
     
    In addition to at least 2 years’ relevant experience, you will need to prove extensive knowledge and experience in the following areas:  
    • Web application penetration testing;
    • IT infrastructure penetration testing;
    • Network security architecture design;
    • Assessing security vulnerabilities within OS, software, protocols & networks;
    • Researching and evaluating security products & technologies;
    • System and network administration;
    • Use of penetration testing tools, techniques, and recognized testing methodologies;

    Language Skills
    Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
     
     
    Travel
    Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCI AGENCY offices;
    May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.
     
    Contract
     
    NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.
     
    Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:
    • Renewal is in the interest of the Agency.
    • Staff member's desire to remain with the Agency.
    • The financial situation provides sufficient funding for the post held.

    The first six months of definite duration contracts are a probationary period.     The Division is responsible for the management of all aspects of WIPO's information and physical security and safety and ensures that appropriate policies and procedures are in place and effective measures and controls are established to assess and mitigate threats/risks to the Organization. As part of the Division, the Information Security Section defines the controls for the implementation of information security instruments and monitors if adequate assurance is maintained over WIPO’s information assets.

    The Division also provides professional safety and security services for WIPO staff, its delegates and visitors and ensures the protection of the Organization's facilities and assets. Appropriate balance of the roles between 'service' and 'control' is the key for its success in enabling and sustaining WIPO's operations in an environment with increasing demands for openness and connectivity on the one hand and rapidly evolving information security risks on the other hand.

     

     

    b.    Purpose Statement

     

    The Information Risk Officer provides information risk management and IT security expertise in the form of risk analysis, consultancy, policy, standards and best practice guidance, as well as process improvements.

    The incumbent works with project teams, service providers (internal and external to WIPO), and internal business units. The incumbent is expected to bring pragmatic risk management experience allowing WIPO to meet its present and emerging business needs, in compliance with WIPO's information security policies and standards and within risk tolerance.

    The incumbent guides and advises technology and business personnel on the value and methods of safeguarding information, applications, systems, infrastructure, and activities to help ensure that technologies function optimally and work practices are optimized so that the information risks are managed. The incumbent also manages the implementation and operations of a multi-module Information Security governance, risk and compliance (GRC) tool.

    2.      Duties and Responsibilities

     

    The incumbent will perform the following principal duties:

     

    a.   Establish and maintain governance and risk management processes for performing information security risk assessments (Certification and Accreditation) of projects, new technologies, external service providers, and changes to information and communication technology (ICT). Guide staff and managers on appropriate information risk mitigation options and strategies.

    e.   Monitor and drive mitigation of identified risks through force follow-up and follow-through with lines of business and ICT stakeholders.

     

    f.    Communicate and report on risk metrics to management and governance groups. Coordinate and support the work of information security governance.

     

    g.   Support WIPO's ISO 27001 certification by promoting self-compliance to policies and standards by ICT staff and managers.     1. BACKGROUND

     

    The European Defence Agency was established on 12 July 2004, and is governed by Council Decision (CFSP) 2015/1835 defining the statute, seat and operational rules of the European Defence Agency. 

    The Agency has its headquarters in Brussels.

    The main task of the EDA is to support the Council and the Member States in their effort to improve the Union's defence capabilities in the field of crisis management and to sustain the Common Security and Defence Policy (CSDP) as it currently stands and as it develops in the future.

    The Agency is structured into four directorates. Three operational directorates: Cooperation Planning & Support; Capability, Armaments & Technology; and European Synergies & Innovation and the Corporate Services Directorate.

     

     

    2. THE AGENCY'S WAY OF WORKING

     

    The Agency is an “outward-facing” organisation, constantly interacting with its shareholders, the participating Member States, as well as with a wide range of stakeholders. It works in an integrated way, with multi-disciplinary teams representing all the Agency’s functional areas, to realise its objectives.     3. THE CORPORATE SERVICES DIRECTORATE

     

    The Corporate Services Directorate manages the human resources, finance, legal, procurement and contract activities, as well as information technology, infrastructure and security, and corporate projects to ensure the smooth and efficient functioning of EDA.

     

     

    4. DUTIES

     

    Under the direction of the Head of the IT Unit, the IT Operations Officer will contribute to ensuring the necessary support of the Communications and Information Systems of the Agency. 

    In particular s/he will perform the following tasks within the IT Unit:

    • deploy and administer servers in a Microsoft Windows based environment (Active directory, Exchange, SharePoint, IIS, SQL, SCCM) and cloud-based environment (Azure Active Directory, Office 365, Azure, AWS);
    • administer, support and maintain EDA’s systems for processing of EU classified information up to Secret EU; 
    • support end-users in the use of the internal IT tools;  
    • maintain documentation of EDA IT systems;
    • support and maintain EDA’s Business Continuity & Disaster Recovery procedures;

    5. QUALIFICATIONS AND EXPERIENCE REQUIRED

     

    a. Conditions for eligibility:

    (1) General

    • be a national of a Member State participating in the Agency; 
    • be entitled to his/her full rights as a citizen; 
    • have completed any obligations imposed on him/her by the laws concerning military service; 
    • produce the appropriate character references as to his/her suitability for the performance of his/her duties; 
    • be physically fit to perform his/her duties; 
    • have a thorough knowledge of one of the languages of the participating Member States and a satisfactory knowledge of another language of the participating Member States to the extent necessary for the performance of his/her duties; 
    • have no personal interest (financial, family relationship, or other) which could be in conflict with disinterested discharge of his/her duties within the Agency; 
    • hold, or be in a position to obtain, a valid Personnel Security Clearance Certificate (national or EU PSC at SECRET UE/EU SECRET level). Personnel Security Clearance Certificate’ (PSCC) means a certificate issued by a competent authority establishing that an individual is security cleared and holds a valid national or EU PSC, and which shows the level of EUCI to which that individual may be granted access (CONFIDENTIEL UE/EU CONFIDENTIAL or above), the date of validity of the relevant PSC and the date of expiry of the certificate itself. Note that the necessary procedure for obtaining a PSCC can be initiated on request of the employer only, and not by the individual candidate);
    • have a level of education which corresponds to completed university studies of at least three years attested by a diploma or be a graduate of a national or international Defence College.

    Only diplomas that have been awarded in EU Member States or that are the subject of equivalence certificates issued by the authorities in the said Member States shall be taken into consideration.     b. Essential selection criteria:

    (1) Professional 

    The candidate will be required to demonstrate that he/she has:

    • 5 years of professional experience acquired in positions related to the profile of the post; 
    • experience in administering servers primarily in a Microsoft Windows based environment; 
    • proven experience from cloud-based environments;
    • proven experience with administration of Office 365;
    • SQL database maintenance;
    • data and server backup techniques, also in a cloud environment;

    7. APPOINTMENT AND CONDITIONS OF EMPLOYMENT

     

    The IT Operations Officer will be appointed by the Chief Executive.

    Recruitment will be as a member of the contractual staff of the Agency for a four-year period (unless a shorter period is mutually agreed between the parties). Renewal is possible within the limits set out in the EDA Staff Regulations. The successful candidate will be recruited as FGIV.

    The pay for this position consists of a basic salary of €3.404,15 supplemented with various allowances, including as applicable expatriation or family allowances.     Allied Maritime Command is the Maritime Theatre Component Commander delivering 360 degree maritime focused awareness and connectivity while planning and commanding the full range of maritime operations.

     

    The Support Directorate directs the delivery of operational support functions and activities.

     

    The Cyberspace Division is responsible for advising the Command Group (CG) on matters relating to Communications and Information Systems (CIS) in support of C2 for maritime operations, exercises and training as well as  Cyberspace related issues.

     

    The Enablement Branch is responsible for developing, managing and controlling of the provision of CIS to MARCOM HQ through the Service Level Agreement.

     

    Engineer (Information Systems) acts as Principal Advisor on Information Systems Technology.  He has the overall responsibility for providing CIS Engineering expertise to CIS cells and across the HQ.

    The European Defence Agency was established on 12 July 2004, and is governed by Council Decision (CFSP) 2015/1835 defining the statute, seat and operational rules of the European Defence Agency.

    4. DUTIES

     

    The Project Officer Cyber Defence Technology will support the Head of Unit Information Superiority in developing research and technology opportunities for collaborative cyber defence projects. 

    In particular, the Project Officer Cyber Defence Technology will be responsible for the following activities:

    • manage the activities of the Cyber Research and Technology (R&T) Ad hoc Working Group (AHWG) consistent with the Strategic Research Agenda and through preparing and managing studies and projects to support Member States; 
    • assist participating Member States (pMS) interested in the analysis and generation of projects, including through the development of related courses of action;
    • contribute to the development of the relevant planning, coordinating with EDA’s Operational Directorates’ Units, to promote the coherence of the European defence capability landscape, with a focus on the cyber-related R&D dimension;
    • support the validation and verification of requirements with stakeholders through prototyping projects, collaborative experimentation and participation in operational exercises;
    • actively follow technology developments in the field of Cyber Defence and identify technology trends and solutions with respect to military requirements for Cyber Defence; 
    • provide input and advice to the EDA´s plans and financial management regimes, and externally to the Steering Board and other Member States´ meeting formats (Project Teams, Member States Points of Contact);

    1. BACKGROUND

     

    The European Defence Agency was established on 12 July 2004, and is governed by Council Decision (CFSP) 2015/1835 defining the statute, seat and operational rules of the European Defence Agency. 

    The Agency has its headquarters in Brussels.

    The main task of the EDA is to support the Council and the Member States in their effort to improve the Union's defence capabilities in the field of crisis management and to sustain the Common Security and Defence Policy (CSDP) as it currently stands and as it develops in the future.

    The Agency is structured into four directorates. Three operational directorates: Cooperation Planning & Support; Capability, Armaments & Technology; and European Synergies & Innovation and the Corporate Services Directorate.

     

     

    2. THE AGENCY'S WAY OF WORKING

     

    The Agency is an “outward-facing” organisation, constantly interacting with its shareholders, the participating Member States, as well as with a wide range of stakeholders. It works in an integrated way, with multi-disciplinary teams representing all the Agency’s functional areas, to realise its objectives.     3. THE CAPABILITY, ARMAMENT & TECHNOLOGY DIRECTORATE

     

    The Capability, Armament & Technology directorate prepares the programmes of tomorrow by maximising synergies between capabilities, armaments and Research & Technology. The Directorate brings together the Agency’s work in the areas of: Information Superiority (Communication & Information Systems, Surveillance & Reconnaissance, Space, Cyber Defence; Air (Remotely Piloted Aircraft Systems, Air-to-Air Refuelling, airlift and aerial systems technologies); Land and Logistics (Counter-IED, armoured systems, camp protection and land systems technologies, land systems, ammunitions, medical support and deployability); Maritime (Maritime Surveillance, Mine Counter Measures and naval systems technologies); and the Joint domain (mobility, transport, medical and Ammunition). Particular attention is given to identifying future Critical Defence Technologies needed to support military capabilities. The Directorate also provides PESCO secretariat functions.

     

     

    4. DUTIES

     

    The Project Officer Cyber Defence Technology will support the Head of Unit Information Superiority in developing research and technology opportunities for collaborative cyber defence projects. 

    In particular, the Project Officer Cyber Defence Technology will be responsible for the following activities:

    • manage the activities of the Cyber Research and Technology (R&T) Ad hoc Working Group (AHWG) consistent with the Strategic Research Agenda and through preparing and managing studies and projects to support Member States; 
    • assist participating Member States (pMS) interested in the analysis and generation of projects, including through the development of related courses of action;
    • contribute to the development of the relevant planning, coordinating with EDA’s Operational Directorates’ Units, to promote the coherence of the European defence capability landscape, with a focus on the cyber-related R&D dimension;
    • support the validation and verification of requirements with stakeholders through prototyping projects, collaborative experimentation and participation in operational exercises;
    • actively follow technology developments in the field of Cyber Defence and identify technology trends and solutions with respect to military requirements for Cyber Defence; 
    • provide input and advice to the EDA´s plans and financial management regimes, and externally to the Steering Board and other Member States´ meeting formats (Project Teams, Member States Points of Contact); 
    • manage information through EDA’s Collaborative Platform and Portfolio Project Management systems to maintain a high level of information sharing with Member States and internally within EDA; 
    • participate, on behalf of EDA, in conferences, seminars, and other activities within his/her subject matter expertise and deliver presentations and publications as required; 
    • deputise for the Project Officer Cyber Defence;
    • additional tasks as required in the interest of the service;

    Duties may evolve according to development of the EDA’s structure and activities, and the decisions of EDA management.

     

     

    5. QUALIFICATIONS AND EXPERIENCE REQUIRED

     

    a. Conditions for eligibility

    (1) General

    • be a national of a Member State participating in the Agency; 
    • be entitled to his/her full rights as a citizen; 
    • have fulfilled any obligations imposed on him/her by the laws concerning military service; 
    • produce the appropriate character references as to his/her suitability for the performance of his/her duties; 
    • be physically fit to perform his/her duties; 
    • have a thorough knowledge of one of the languages of the participating Member States and a satisfactory knowledge of another of these languages to the extent necessary to discharge his/her duties; 
    • have no personal interest (financial, family relationship, or other) which could be in conflict with disinterested discharge of his/her duties within the Agency; 
    • hold a valid Personnel Security Clearance Certificate (national or EU PSC at SECRET UE/EU SECRET level). Personnel Security Clearance Certificate’ (PSCC) means a certificate issued by a competent authority establishing that an individual is security cleared and holds a valid national or EU PSC, and which shows the level of EUCI to which that individual may be granted access (CONFIDENTIEL UE/EU CONFIDENTIAL or above), the date of validity of the relevant PSC and the date of expiry of the certificate itself. Note that the necessary procedure for obtaining a PSCC can be initiated on request of the employer only, and not by the individual candidate.); 
    • have a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more, or a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least one year when the normal period of university education is at least three years or be a graduate of a national or international Defence College; or where justified in the interests of the service, professional training of an equivalent level.

    b. Essential selection criteria

    The candidate will be required to demonstrate that he/she has:

    • excellent knowledge of technologies and experience of research activities related to Cyber Security and Cyber Defence; 
    • good knowledge of the Cyber Security industry;
    • good knowledge of the international environment concerned with Cyber Defence; 
    • experience in the duties listed above; 
    • experience in managing projects; 
    • an understanding of the EDA’s main tasks and functions;
    • a very good knowledge of written and spoken English.

    6. INDEPENDENCE AND DECLARATION OF INTEREST

     

    The Project Officer Cyber Defence Technology will be required to make a declaration of commitment to act independently in the Agency’s interest and to make a declaration in relation to interests that might be considered prejudicial to his/her independence.

     

     

    7. APPOINTMENT AND CONDITIONS OF EMPLOYMENT

     

    The Project Officer Cyber Defence Technology will be appointed by the Chief Executive.

     

    Secondment will be as a member of the Seconded National Expert staff of the Agency for a three-year period (unless a shorter period is mutually agreed between the parties). Renewal is possible within the limits set out in the EDA SNE Rules. The successful candidates will be seconded as AD10 equivalent.

    Applications are invited with a view to establishing a reserve list for the post of Project Officer Cyber Defence Technology at the EDA. This list is valid until 31/12/2019, and may be extended by decision of the Chief Executive. During the validity of the reserve list, successful candidates may be offered a secondment in the EDA according to their competences in relation to the specific requirements of the vacant post.

    The Database Management Section, a group of 3 staff, is a component of this Service Centre that ensures the effective, efficient and secure installation, operation and replacement of database management systems (DBMSs) and databases (DBs) at NATO Headquarters on various networks.
     
    Under the supervision of Head, Database Management Section the “Principal Assistant (Database Management)” will be involved in a wide range of tasks related to the installation, configuration, testing, securing, monitoring and managing of DBMSs and DBs to include resolution of 2nd level support calls.  He/she will also be required to assist in the identification of short, medium and long-term requirements and will support the preparation of specifications for and execution of future upgrades of systems under control.

    Contract
     
    NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.

    Contract

    Operating Network

    You will report to the Head of Infrastructure Solutions and Projects Unit, responsible for providing quality network and unified communication architectures and designs in response to new business opportunities or changes to the existing infrastructure. You will cooperate with four other Solution Architects and Project Managers responsible for other areas of the IT Infrastructure scope.

    Accountabilities

    • Lead technology roadmap, design and implementation for the network and unified communication technologies (VOIP, telephony, videoconferencing, skype for business, etc.)
    • Lead the network and unified communication design activities for projects supporting the various IT infrastructure peer domains including server, storage, end user computing and information security
    • Supervise lab tests, proofs-of-concept, bug scrubs, and other technical evaluations

    The SecDevOps Engineer works closely with the 24x7x365 Security Operations team to understand both internal & client requirements and drive the implementation of new detection strategies based on the technologies, information and tactics applicable to the engagement. The position involves a great deal of scripting and use of interpreted languages, as well as the ability to translate red-team tactics into blue-team practices.

    Position 5: Security Operations Officer  

    The Operations Officer is responsible to enrol, organize and supervise the delivery of the Managed Detection and Response Services between OBRELA and its Clients. The Operation Officer is responsible for a subset of OBRELA MDR Clients and acts as primary point of contact and responsibility for the service.

    Operations Officers act on top of the Security Operations Center (SOC) daily activities including incident escalation & response. They report to the Client authorized points of contact, and are responsible to monitor overall service level performance, identify and manage gaps in the level of visibility in terms of security, administer project resources & promote project visibility in the client organization. They are also coordinating the Security Incident Response Teams, offsite and onsite.

    They are entitled to audit the scientific validity, completeness and performance of the OBRELA security operations and ensure accomplishment of the technical & business objectives (project management). Operations Officer may be required to be involved in Presales activities including presentations and RFP technical write-up.

    Responsibilities

    In terms of team management, the Operations officer is responsible for/to:

    • Management and coordination of 24/7 SOC operations and enforcement of SOC policies and procedures
    • Management of the SOC Analysts team
    • Management, Supervision and support of the SOC Engineers for service onboarding
