Organizational Context a. Organizational Setting The post is located in the Hague IS Division, Hague Registry, Brands and Designs Sector. The Hague System is based on the Hague Agreement Concerning the International Registration of Industrial Designs that allows users to seek protection for their industrial designs in the various Contracting Parties by means of a single application filed directly with WIPO's International Bureau, and to subsequently manage those rights under a single title, recorded centrally in the International Register. The Hague Agreement is constituted by the Geneva Act of July 2, 1999 (1999 Act) and the Hague Act of November 28, 1960 (1960 Act). Hague IS Division is responsible for providing logistical, operational and Information and Communications Technology (ICT) development and support services for the Hague Registry. b. Purpose Statement The incumbent is responsible for the creation and implementation of strategy and processes to ensure software quality, through establishing standard development practices and tools and creation of required architecture. The incumbent is also responsible for monitoring and reporting on effectiveness of all processes surrounding the development lifecycle, including testing and change management, as well as coordination with internal and external teams with regard to ensuring quality software delivery and operation. c. Reporting Lines The incumbent works under the supervision of the Director, Hague IS Division. 2. Duties and Responsibilities The incumbent will perform the following principal duties: a. Design, develop, implement and test the Division's software development and operations infrastructure, including separate production, test and development environments. b. Take responsibility for specification and implementation of consistent test and monitoring processes and procedures to ensure required levels of reliability and service for all software supported by the Division, including regular reports on status and quality of delivered software and data products. c. Design, implement and support software lifecycle management strategies and processes, including necessary procedures and standards, as well as organizing and conducting the individual systems management tasks required. d. Provide leadership, technical advice and support regarding the configuration of software, system components and hardware infrastructure necessary for support of the Division's development activities and delivered software products. e. Lead the production of integration test specifications and manage the software testing infrastructure and processes in a Continuous Integration / Continuous Delivery environment. f. Take responsibility for change and transition management for all software products in the Division, including definition of knowledge transfer and documentation standards as well as management and tracking of their consistent application. g. Keep informed on developing technologies and their application. Identify relevant design and architecture improvements. Create and manage required projects to evaluate and recommend appropriate design and architecture modifications. h. Perform other duties as required. 3. Requirements Education (Essential) Advanced university degree in information technology, computer science or a related discipline. Education (Desirable) Certification in Agile, AWS Architect / Developer. Experience (Essential) At least seven years of relevant professional experience, including systems engineering, server hardware support, development and testing infrastructure, databases, software testing tools and techniques, management of external vendors, and IT application and service. Experience in support and maintenance of Java and SOA technologies. Experience (Desirable) Experience in coordinating development activities with internal and external providers and establishing code review and analysis procedures.
