Please note that due to the Agency’s transition into a new organisational structure, this post will transfer to The Hague by 2017.
 
NCI agency is looking for an experienced Project Manager with excellent leadership skills, and ability to operate in high pressure environment. If you have experience in Project Management for a large organization, this is the perfect job for you!
 
Role responsibilities:
 
You will help to ensure that the capabilities provided are supportive of the operational needs, consistent with evolving technology, and are interoperable with systems being developed in related NATO and National command information systems. The Principal Project Manager keeps the Chief Integrated AirC2 Projects Section informed of progress and issues that may arise in the area of her/his assigned projects. This post will require frequent coordination with operational users and commands, other involved NCI Agency directorates and contractors.
Main duties of the post:
  • Plan, implement and manage the assigned projects in accordance with the appropriate NATO regulations and NCI Agency project management policies and procedures;
  • Develop procurement strategy, benefit-risk analysis and business cases in order to support and secure customer funding;
  • Execute the necessary resource management, risk management, contractor management functions essential to the successful delivery of capability and services;
  • Apply quality management principles and processes in accordance with the appropriate NATO regulations and NCI Agency quality management policies and procedures;
  • Deliver projects within defined Time, Cost and Quality tolerances;
  • Provide project management expertise during pre-contract negotiations, preparation, and modification of industry contracts;
  • Co-ordinate project related aspects within the AirC2 PO&S, with other elements of the NCI Agency, and Agency external stakeholders;
  • Support lifecycle management, portfolio management and programme management across the assigned area of work;
  • Perform other related duties as required.
Person specification
Qualifications required:
We are looking for the candidate who holds a University degree in one of the following fields: Engineering, Operations Research, Computer Sciences, or related discipline. Exceptionally the lack of a university degree may be compensated by a combination of appropriate qualifications and proven experience.
 
Experience required:
 
In addition to a minimum of 8 years of experience in the field of Engineering, Operations Research, Computer Sciences, you will be required to demonstrate:
  • Recent experience (at least eight years) in the successful Project Management of major C4ISR acquisition and/or development projects for a large organization;
  • A recognised formal Project Management qualification, such as PRINCE2 or PMP. The lack of formal qualifications can be compensated by the demonstration of expertise and experience in the domain;
  • Experience in planning, design, system engineering and implementation of military or other C4ISR systems;
  • Military domain knowledge in relation to Command and Control of Air Operations including Air Defence and Ballistic Missile Defence aspects;
  • Proven ability to work successfully with military and civilian staff, in leading project teams, and in sponsor negotiations.
  • Excellent communication and leadership skills and the ability to effectively communicate orally and in writing, using tact and diplomacy, with good briefing and presentation skills;
  • Proven ability to work well in a team and to exercise personal authority in his/her field of activity

Preferably you will also have:

  • Knowledge of AirC2 capability requirements, design and support policy;
  • Knowledge of NATO or national governmental acquisition policy and procurement procedures;
  • Proven success as a project team manager/leader in C4ISR acquisition projects;
  • Technical leadership experience;
  • Experience of establishing and reviewing export control and non-disclosure agreements;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including Allied Command Operations and Allied Command Transformation

Be able to draft clear and concise written communications. Be able to lead technical and coordination meetings in a demanding international environment. Have very good negotiation skills.
  • Interpersonal Savvy – Relates well to all kinds of people at all levels within the organization and externally; builds appropriate rapport; builds constructive and effective relationships; uses diplomacy and tact; can diffuse even high tension situations comfortably.
Travel:
You may be required to undertake duty travel to operational theatres inside and outside NATO boundaries.
 
Language skills:
Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
