:

NATO Communications and Information Agency (NCI Agency) is looking for System Manager to provide subject matter expertise to project teams during the definition, acquisition and implementation of new, replacement and upgrade projects.

 

Role responsibilities

 

The NCI Agency has been established with a view to meeting to the best advantage the collective requirements of some or all NATO nations in the fields of capability delivery and service provision related to Consultation, Command & Control as well as Communications, Information and Cyber Defence functions, thereby also facilitating the integration of Intelligence, Surveillance, Reconnaissance, Target Acquisition functions and their associated information exchange.

 

Within the Communication and Collaboration Section of the Core Enterprise Services Service Line you will be responsible to support the lifecycle of Military Messaging Services, including associated communications, directory and security capabilities; you will provide expert advice throughout all the phases of new projects from estimating to execution.

 

Under the direction of Section Head you will perform duties such as the following:

  • Provide all inputs for the Programme of Work, the Financial Plans, the annual O&M budget preparation and other system support related budget allocations for all assigned projects and manage the assigned resources efficiently;
  • Provide expeditious Level 2 and 3 service support (including emergency on-site assistance, production of operations advice notices and emergency software changes) to ensure key information/communication systems remain operational;
  • Analyse new requirements for system enhancements and advice the relevant authorities (e.g. Change Configuration Boards, Working Groups) of the technical feasibility and the costs involved;
  • Assist operational authorities in the analysis and resolution of system problems and in the monitoring and optimisation of network performance, to meet the Key Performance Indicators agreed within the Service Level Agreement;
  • Participate in or supervise the maintenance of the operational, test, reference and support environments for the software of all assigned systems;
  • Participate in or conduct technical testing during project implementation, including Factory Acceptance, Certification and System Acceptance tests;
  • Provide technical expert advice for the daily management and monitoring of assigned systems;
  • Establish and maintain operational system support related directives, procedures and instructions;
  • As technical lead provide subject matter expertise to project teams during the definition, acquisition and implementation of new, replacement and upgrade projects;
  • Perform other duties within NCI Agency’s area of business as may be required.

 

Person specification

 

Qualifications required:

You will hold a university degree in Computer Sciences, or related discipline.

 

Experience required:

You will be required to prove at least 5 years relevant experience in planning, design, system engineering, integration and implementation of military software intensive communication and information systems or other decision support systems. In addition, you will be required to demonstrate:

  • Knowledge and experience in state-of-the-art technologies, relevant to the work, including information processing, exchange of information and related commercial/industrial standards;
  • Proven ability to communicate effectively orally and in writing with good briefing skills.

 

It will be considered and asset if you can demonstrate:

  • Knowledge of project development and maintenance for CIS in NATO;
  • Familiarity with Military Message Handling Systems;
  • Practical experience in the operation, administration, programming and maintenance of ACP 127 based systems;
  • Familiarity with current programming languages used for the current system (e.g. Visual Basic, Java, Shell Scripts and C);
  • Familiarity with the operation, administration, programming and maintenance of X400 Stanag 4406 based systems;
  • Familiarity with the operation, administration, programming and maintenance of X500 directory services;
  • Background in CIS support and/or maintenance with a good understanding of CIS systems and associated non-CIS equipment;
  • Working knowledge of ITIL processes and procedures;
  • A formal qualification in project management and project management techniques (e.g. PRINCE2 or PMP);
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including Allied Command Operations and Allied Command Transformation.

Language skills:

A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable.

NOTE: Most of the work of the NCI Agency is conducted in the English language.

 

Travel:

Business travel to NATO and national (NATO and non-NATO) facilities as well as travel between NCI Agency locations. May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.
