Description
:
If you have experience with LAN Infrastructure to include both fibre and copper cabling and active components (switches) and a service minded attitude with a strong interest in working directly with users, this Head (Infrastructure and Communications Services Section) position is ideal for you!

Role responsibilities:
 
Service Support Branch is responsible for the installation, operation, and maintenance of all assigned CIS in accordance with SLAs and for the provision of limited support to corporate customers as directed.
Infrastructure and Communication Services is responsible for the interface with the NATO wide communication systems and National Defense Networks. It maintains local area network infrastructure and provides Audio Visual and VTC services. Head (Infrastructure and Communications Services) is responsible for the interface with the NATO wide area communication systems, including operating the PABX and NGCS node equipment; installs, operates and maintains local area network infrastructure; and facilitates VTC services.

In this position, you perform duties such as the following:
 
  • Engineer overall responsible for the installation, integration, programming, operations and maintenance of the interface with the NATO wide area communications systems, to include the NGCS node equipment and Packet Transfer Component (PTC) routers and switches; the local PABX and NATO Core Network (NCN) voice switch; Local Area Network (LAN) Infrastructure to including both fibre and copper cabling, patch panels and active components; and VTC equipment;
  • Performs regional circuit management duties as assigned. Supervises the installation of new circuits and proposes possible rerouting of circuits;
  • Responsible for problem analysis and solution testing beyond the technical abilities of subordinate technicians;
  • Liaises and co-ordinates with Parent CSUs staff and external staff/contractors on technical matters pertaining to operations and maintenance of systems/equipment and supported services;
  • Responsible for providing input to Operations, Project Management, Plans and Requirements (OPMPR) for technical requirements for future projects impacting subordinate cells, to include expert guidance on LAN infrastructure design and operations to include cabling, switches and protocols; expert guidance on PABXs and telephony; expert guidance on WAN multiplexing, routers and routing protocols;
  • Responsible for providing implementation planning input, to include rollback plans, to OPMPR and in turn guide subordinate cells in the execution of those plans;
  • Collects and analyses subordinate unit performance metrics for SLA reports and suggests to Operations, Plans and Service Management (OPSM) possible Service Improvement Plans (SIPs). Assists in the creation and execution of such SIPs;
  • Responsible for providing input and assisting in the engineering of the Squadron Disaster Recovery/Business Continuity Plans. Responsible for engineering testing programs for such plans and directing subordinate cells in periodic plan testing. Responsible for executing Disaster Recovery/Business Continuity Plans for his subordinate cells;
  • Collects from subordinate cells, analyses and forwards to Head (OPSM) proposals for required service and technical underpinning support contracts;
  • Analyses incident patterns of supported equipment and directs subordinate cells in the development of a spare parts kit, which minimizes downtime of equipment due to awaiting parts;
  • Ensures subordinate cells have an effective preventive maintenance program;
  • Ensures subordinate cells perform effective configuration control;
  • Reviews subordinate cells’ input to the annual O+M budget and CEP for accuracy and correct assessment of the impact of new technology and systems;
  • Responsible for overseeing and coordinating the training program of subordinate cells, ensuring the effectiveness of such program as well as ensuring that the training addresses the impact of new technology and future systems;
  • Maintains a close liaison with the technicians and engineers in the CSU, as well as technicians and engineers in the Parent CSUs, other NCI Agency Elements and NCI Agency HQs;
  • Stays abreast of technological developments relevant to the area of work.
Person specification

Qualifications required:

We are looking for a candidate with a university degree in an IT relevant field.

Experience required:

In addition to 2 years' of experience in in the provision of network maintenance and support services, you will also have:
 
  • Experience in two or more of the following IT areas:
    • LAN Infrastructure to include both fibre and copper cabling and active components (switches);
    • VTC equipment to include MCUs and bridges; PABX’s and Tandem Voice Switches; Telephone cabling; Bandwidth Management Equipment and other multiplexers;
    • WAN routers and IP protocols; and crypto equipment.
    • Experience in troubleshooting network problems.
    • Experience in Configuration Control.
  • Experience in network management software and tools.
  • Good working knowledge of ITU-T standards and recommendations.
  • Recent experience with network monitoring and management systems.
  • Experience working with network monitoring tools such as HP Openview.

  • ITIL Foundation or Manager’s Certificate;

  • PRINCE2 or PMP Project Management Training;

Travel:
May be required to undertake duty travel to operational theatres inside and outside NATO boundaries
 
Language skills:

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
