The NCI Agency is currently seeking a System Engineer to work within the AirC2 Programme Office and Services area, within their System Engineering Section – In-Service Support (SYS – ISS) branch based in Glons, Belgium. The System Engineer will be acting as SME at system level with emphasis on System requirements, evaluating change requests, Support feasibility studies and new or changed system requirements and working as a member of a project or product team.

Role Requirements

The Air C2 Programme Office and Service (AirC2 PO&S) is the procurement and implementation body of the NCI Agency, charged with the effective planning, execution, delivery into service, evolution and through-life logistic support of NATO’s and assigned national AirC2 systems. The Engineering Branch (ENB) manages, controls, guides and orchestrates all technical aspects of all AirC2-related projects throughout their lifecycle.

The System Engineering – In-Service Support (SYS-ISS) Section manages, controls, guides and orchestrates all system engineering aspects (requirements, architecture/design, implementation, test support) and system engineering resources allocated to the in-service support of all AirC2-related projects.

As the System Engineer, and under the direction of the Chief SYS-ISS, you will be expected to:

  • Maintain an in-depth knowledge at system level of the supported products with emphasis on system requirements.
  • Contribute to the analysis of change requests at a system requirement level.
  • Manage the requirement management tool
  • Translate user-level requirements into functional and non-functional system requirements and ensure that the requirements are feasible, complete, comprehensive, unambiguous, measurable and testable, and also defined to a level of detail sufficient for system architecture and design.
  • Analyse new or changed requirements for systems to assess their impact on the overall performance, quality, safety, security and integrity of the products, while considering hardware, software, firmware, off-the-shelf item(s), interface and simulation aspects.
  • Seek expert advice and support for system performance and interoperability aspects from the appropriate System Engineers.
  • Document the analysis results, maintain and update the system requirement specifications and related traceability matrices and seek approval.
  • Participate in project milestone and artefact reviews to ensure that system requirements are adequately implemented, verified and tested.
  • Co-operate closely with the experts of the Operational Analysis Section.
  • Liaise with the Customer Service Desk (CSD) for problem resolution and provide second-line support as required.
  • Maintain a high level of expertise in the technical areas above and stay abreast of system engineering.
  • May be required to lead a small team.
  • May be required to manage the technical aspects of system engineering for a particular project.
  • When the incumbent is assigned to support a project/product he/she reports also to the respective leader on related matters.
  • Deputize for higher grade staff (e.g. Senior System Engineer).
  • Perform other duties as may be required.

The System Engineer is responsible for frequent internal co-ordination with project teams and Product Managers. He/she might infrequently participate, under the lead of the Product Managers in meetings, committees and workshops with NATO bodies, Nations and industries to provide data engineering expertise.

You may be required to travel for business purposes to NATO, national (NATO and non-NATO) and some Operational facilities (Both Inside and Outside of NATO boundaries). As well as this frequent travel between the NCIA offices may also be required.


Person Specification


Qualifications Required

The Successful candidate will hold a university degree in a technical subject with substantial Information Technology (IT) preferably equivalent to a master's degree and supplemented by relevant postgraduate qualifications or a scientific degree complemented by substantial Information Technology qualifications.
Exceptionally, the lack of a university/college degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency.


Experience Required

The ideal candidate will be required to hold, as a minimum, 2 years of relevant experience, with at least 2 years spent in systems engineering of large-scale distributed software; and within can display up-to-date knowledge of computer system architectures, programming techniques, virtualization, operating systems (as a minimum Windows and Solaris), LAN/WAN and network concepts.

Further to this it is essential that you also hold Sound knowledge and experience of requirement management tools such as DOORS and the requirement engineering process. An up-to-date knowledge of database management systems (DBMS) and data management concepts is also required.

In addition it would be considered highly desirable if you can demonstrate up to date knowledge and practical experience in:

  • System engineering of AirC2, air traffic control, command and control, data acquisition or real-time scientific processing systems.
  • System performance and safety engineering.
  • The Operational use or maintenance of a current AirC2, air traffic control or command and control system.
  • Automated tools supporting system engineering activities.
  • Software life cycle management and quality management.
  • International environment comprising both military and civilian elements.
  • NATO responsibilities and organization, including ACO and ACT.

Languages

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
