Description
:
Are you a Senior Scientist with experience in leading the operational development and implementation of GeoINT services and support related system management aspects? Are you able to deliver projects within the defined Time, Cost and Quality? If yes, this position is ideal for you!

Role responsibilities:

The mission of the Directorate Application Services is to provide, through the Director of Application Services, services and products to sponsors through successful completion of contracted portfolios of work.

In this position, you will perform duties such as the following:
 
  • The planning, implementation and management of assigned projects in accordance with the appropriate NATO regulations and NCI Agency project management policies and procedures;
  • Lead NCIA Geospatial Intelligence (GeoINT) support, including requirements analysis for C4ISR systems; lead NATO GeoINT interoperability trials and experiments;
  • Lead and manage experimentation to identify requirements and technical risks related to future implementations of GeoINT Services in NATO;
  • Lead the operational development and implementation of new GeoINT services and support related system management aspects;
  • Leads and drives efforts to deliver current imagery to Allied forces to support combat and disaster relief operations;
  • Identifies and integrates emerging geospatial technologies for use in coalition shared information environment;
  • Deliver projects and tasks within defined Time, Cost and Quality tolerances;
  • Participate in other project management related activities;
  • Supervise a technical support group and undertake relevant technical support activities;
  • Performs other duties as may be required.
 
Person specification

Qualifications required:

We are looking for a candidate with a university degree in GeoINT, Geomatics, Computer Science, or related discipline

Experience required:

In addition to 5 years of experience in the full spectrum of GeoINT aspects at tactical, operational, and national levels as well as other related Intelligence disciplines, you will also have:
 
  • Experience in intelligence fundamentals and collection disciplines including human, imagery, signals, and measurement and signature intelligence as well as applied all-source GeoINT fusion and presentation technologies;
  • Experience in intelligence analysis to warfighting, combat support operations, as well as information warfare;
  • Experience in the integration of advanced geospatial technology in coalition environments;
  • Experience in quick response development & deployment of GEOINT capabilities to forward-deployed forces;
  • Good overview and insight into GeoINT aspects of PED and national/multinational network based Intelligence sharing capabilities such as BICES;
  • Experience in planning, design, system engineering and implementation of GeoINT systems;
  • A recognised formal Service Lifecycle Management qualification, such as ITIL. The lack of formal qualifications can be compensated by the demonstration of expertise and experience in the domain;
  • Proven ability to communicate effectively orally, using tact and diplomacy, and in writing with good briefing skills.
The following will be considered as an advantage:
 
  • Experience with agile product development frameworks;
  • Formal ITIL qualification;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Technical leadership experience;
  • Knowledge of NATO geospatial responsibilities and organization, including Allied Command Operations and Allied Command Transformation.

Travel:
May be required to undertake duty travel to operational theatres inside and outside NATO boundaries
 
Language skills:

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
