Role Responsibilities

 

The Principal Programme/Transition Coordinator is responsible to the Director Air Command & Control Programme Office and Services (DAir C2 PO&S) for all internal and external aspects of AirC2 Information Management.  He/she is also responsible for the Air C2 PO&S elements of budget oversight for all non-ACCS programme funds and the General Services functions where he/she acts as the Air C2 Interface to the Head of General Services.  As Transition Coordinator he/she is responsible, in coordination with the Location Principal at Glons, for the preparation and management of the factual, cultural and geographic transition of the Air C2 PO&S elements to The Hague.

 

Under the direction of the D AircC2c PO&S, the postholder will:

  • Oversee AirC2 PO&S implementation and management of time accounting and other related activities in accordance with the customer funding regime;
  • Manage any NCI Agency projects which support the Office of the DAir C2 PO&S;
  • Coordinate on all aspects of the transition/migration of Air C2 PO&S staff elements from Brussels and Glons (in close coordination with Glons Location Principal) to The Hague, and the new NATO HQ’s building and advise the Director of any risks and mitigation actions;
  • Manage the Air C2 PO&S’ mission essential IT, including the Trusted Information Exchange with partners;
  • Supervise, from a subject matter expert perspective, and support the Air C2 PO&S Information Management;
  • Represent Air C2 PO&S in the development activities for IT Modernisation and the introduction of the Agency Enterprise Resource Planning functionality;
  • Oversee the Air C2 PO&S’ financial affairs and coordinate with FC as required;
  • Coordinate the Air C2 PO&S contribution to the NCI Agency Financial Plan with Branch Chiefs and the Project Managers;
  • Represent the Air C2 PO&S at the Service Level Management Board;
  • Deputise for the Air C2 PO&S’ Executive Officer when required. 

 

Personal Specification

 

Qualifications Required

 

A university degree or equivalent education from a recognised civilian or military acadamy or institute. Exceptionally, the lack of formal qualifications can be compensated by the demonstration of expertise and experience in the domain.

 

Experience Required

 

The successful candidate will be required to demonstrate at least 8 (eight) years recent extensive experience in the the following -

  • Practical resource planning and management experience;
  • The procurement and support of complex systems;
  • Knowledge of information technology and information management matters;
  • Thorough experiences in staff issues. 

The ideal candidate would also possess the following experience -

  • Working in an international environment comprising both military and civilian elements;
  • As a Project Manager or training in PRINCE2 or equivalent project management tools;
  • As a Branch/Section Chief in the high technology or communications or IT environment;
  • Experience in information technology and information management matter;
  • Knowledge of ITIL.
  • Thorough knowledge of the NATO and military command, control and communications organisation;
  • Thorough knowledge of overall NATO policies;
  • Knowledge of the NATO budget processes;

Travel

Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCI Agency offices in Belgium and Netherlands; May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.

 

 

Language Skills

A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable. NOTE: Most of the work of the NCI Agency is conducted in the English language.
