SUMMARY The Emerging Security Challenges (ESC) Division provides a coordinated approach to the challenges of the 21st Century. These include terrorism, Weapons of Mass Destruction proliferation, cyber threats, as well as risks to energy security. The Division also promotes security cooperation through a variety of programmes within NATO, with Partner nations and with other International Organisations. Under the direction of the Section Head for Cyber Defence, the incumbent will support the implementation of cyber defence policies and related cyber defence work and issues as well as providing staff support to the Cyber Defence Committee (CDC) and Cyber Defence Management Board (CDMB). He/she will work to establish a basis for substantive and timely consultation among the Alliance members and other stakeholders on implementation of cyber defence policy related issues, including cyber threat assessments and incident responses, cyber defence cooperation with industry, partner nations, International Organisations, the Cooperative Cyber Defence Centre of Excellence (CCD CoE) and international think-tanks. The incumbent will also act, as and when required, as Committee Secretary to the Cyber Defence Committee (CDC) and Cyber Defence Management Board (CDMB). 2. QUALIFICATIONS AND EXPERIENCE ESSENTIAL The incumbent must: ##possess a university degree in the field of ICT (information and communications technology) or relevant to the essential qualifications listed below;##have at least 3 years of relevant working experience;##be familiar with strategic issues and challenges facing the Alliance and NATO’s geopolitical environment;##be familiar with conducting cyber threat assessments and incident response methodologies;##be familiar with cyber defence policy, assessments, cooperation with industry, technologies, programmes and exercises;##have strong drafting and communication skills;##possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other. DESIRABLE The following would be considered an advantage: ##familiarity with industry and the role of the private sector and public-private partnerships in dealing with cyber defence at both strategic and technical levels;##possess project management experience;##demonstrate knowledge of financial and procurement policies and practices;##possess knowledge and experience with collaborative applications and work practices including Web/SharePoint applications and content management;##practical experience in conducting cyber threat assessments and incident response methodologies and technologies;##a higher-level university degree (i.e. Master or Ph.D.) related to cyber defence or ICT;##knowledge of the civil and military structure of the Alliance, particularly regarding the functioning of NATO HQ and the NATO committee structure;##familiarity with committee work;##experience working in an international or national environment in a similar position; 3. MAIN ACCOUNTABILITIES Stakeholder Management Establish and maintain close working relations with national Delegations to NATO, including Partner missions, as well as with national officials in capitals, who are responsible for cyber defence. Establish cyber defence liaison with national and International Organisations in support of NATO policy and objectives. Co-ordinate closely with colleagues to ensure that backup is provided for certain committee work issues and that all committee requirements are met. Plan, participate in and contribute to conferences, course, seminars and exercises related to cyber defence. Represent NATO as required. Project Management Assist in development and presentation of strategic and policy-driven cyber defence requirements for NATO-wide capabilities and projects such as the NATO Computer Incident Response Capability (NCIRC), Smart Defence Projects and for the Science for Peace and Security (SPS) Programme. Policy Development Support the development, review and update NATO’s cyber defence policy, concepts and action plans for the approval of appropriate NATO committees. Provide policy guidance and support to other stakeholders at the HQ and to cyber defence offices at Strategic Commands, NATO Agencies and relevant Centres of Excellence (e.g. CCD CoE Tallinn). Expertise Development Develop and maintain expertise in all matters relating to cyber defence. Maintain expertise to provide policy direction and guidance to the NATO civil and military bodies on cyber defence. Ensure collaboration and updates with NATO’s committees and bodies when relevant to cyber defence policy. Apply professional experience in order to advise and assist the Committee Chairman and officers so as to ensure the prompt and orderly conduct of the work of the CDC. Planning and Execution Prepare and review agenda, decision sheets and records of meetings for assigned committees in accordance with formats applicable to the various fora, covering subjects which may be both politically sensitive and/or technical in nature. Knowledge Management Ensure cross-sectional and divisional collaboration. Share knowledge on cyber defence and related issues through appropriate channels within the NATO HQ as well as in collaboration with other stakeholders.. Review, on a periodic basis, available information in the committee databases. Perform any other related duty as assigned. 4. INTERRELATIONSHIPS The incumbent reports to the Section Head, Cyber Defence. He/she will work in close coordination with other Sections within the Division, as well as with other Divisions in the International Staff (IS), with the NATO Military Authorities, with national Delegations as well as Alliance capitals, the CCD CoE Estonia and other NATO Agencies. He/she will also maintain good working relations in his/her field of competence with partner nations and other International Organisations (e.g. EU, UN, OSCE) on cyber defence related matters. CONTRACT Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract. Contract clause applicable: In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity. The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further 3-year period. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract. If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. 7.
