The NCI Agency is currently seeking a Technician (Programmer) to work within the AirC2 IS branch in Poggio Renatico, Italy. As the Technician (Programmer) you will be acting as technical expert for the installation and integration, configuration, programming and administration of AirC2 Systems and acting as key technical expert for systems running on UNIX OS. You will also be performing daily systems administration on the Hardware and Software of the current systems including those running on UNIX OS. Finally, you will be performing fault fixes and maintenance (including developing a maintenance plan) of current systems and providing technical guidance to other technicians within the section.

Role Responsibilities

This is a position within the NATO Communications and Information Agency (NCIA), an organization of the North Atlantic Treaty Organization (NATO);

NCI Agency Detachments install, operate, protect, maintain and support CIS capabilities within parameters defined by the parent Sector. AIS is responsible for all aspects of the local Incident Management and delivers Common User Services, Functional Services and Database Management. It is responsible for facilitating IS training and providing user familiarisation training.
Air C2 IS is responsible for installing, operating and maintaining Air C2 Information Systems in both static and deployed locations. Air C2 IS is responsible for installing, operating and maintaining Air C2 Information Systems.

As the Technician (Programmer) and under the direction and guidance of Section Head (Air C2 IS), you will perform duties such as the following:

  • Technical expert responsible to Section Head (Air C2 IS) for the installation, integration, programming, and administration of Air Command and Control Systems in support of the local HQ. Also is the key technical expert for all other Functional Systems running on UNIX based operating systems;
  • May be called upon to install, configure and deploy Air C2 AIS on exercises and/or deployments;
  • Responsible for the day- to-day system administration of the hardware and software of the currently fielded version of Air C2 AIS; administers other Functional Systems running on UNIX based systems; 
  • Cooperates in beta testing of new versions of supported systems software and provides appropriate feedback to the parent Sector and assigned System Manager. Supports implementation of configuration changes;
  • Analysis and implementation of user requirements, taking actions towards optimizing the assigned AIS systems to meet particular user or operational requirements.
  • Establishes, supervises and executes proper preventive maintenance plans. Responsible for providing suggestions for technical requirements for future projects impacting both the Hardware and Software of Air C2 AIS and other Functional Systems running on UNIX based systems;
  • Ensures all technical and service oriented documentation pertaining to assigned systems is prepared, properly stored and kept up-to-date. Ensures Configuration Control data is reported to AIS section in a timely manner;
  • Provides technical guidance on all assigned hardware and software to other technicians of the section. Leads troubleshooting efforts on assigned systems as required. Provides assistance with system fault resolution to the local Service Desk;
  • Responsible for the technical part of the training plan for section technicians to assist in the development of a high level of technical knowledge, ensuring quality of service and continuity of technical skills. Responsible for the execution of initial training - On Job Training (OJT) for newcomer personnel;
  • Provides assistance and technical advice to other staff of the Detachment for all aspects of systems supported by the Section;
  • Liaises and co-ordinates with Detachment and parent Sector Technicians / Engineers and external staff / contractors on technical matters pertaining to operations and maintenance of Air C2 CIS systems /equipment and supported services;
  • Stays abreast of technological developments relevant to the area of work;
  • May be required to assist AIS Section with hardware and software installation, maintenance, and system administration for other assigned systems;
  • Performs other related duties as directed or assigned;
  • You may be required to undertake operation deployments and/or TDY assignments both within and without NATO's boundaries;
  • The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

Person Specification


Qualifications Required

The Successful candidate will hold a vocational training at a higher level in a technical subject with substantial Information Technology (IT) and supplemented by relevant qualifications, or, a High School Diploma or equivalent in a technical subject complemented by substantial Information Technology qualifications.

It would be considered desirable if you have undergone any NATO provided Air C2 CIS courses (i.e. ICC, NIRIS, etc.); and are a Member of a recognized professional body or institution.


Experience Required

The ideal candidate will be required to hold, as a minimum, 5 years of post-related experience in Information Systems Engineering, Operations and Maintenance and general experience in the system administration with at least 3 year of recent experience with UNIX based Operating System. Broad and sound technical knowledge of IT Systems. Practical experience in diagnosing deficiencies in networks and associated equipment.

It is also integral that you are able to display:

  • Specialist technical expertise in the installation and maintenance of system software such as operating systems, data management products, office automation products and other utility software;
  • Experience with Users system management software and tools in the collection of agreed performance statistics.
  • Experience with system software maintenance tasks;
  • Practical experience in diagnosing deficiencies in networks and associated equipment;
  • Experience in the provision of application maintenance and support services to both users of the systems and to service delivery functions.
  • Experience of Investigating and resolving problems and providing information about the systems and Monitoring system performance.
  • Experience in the provision of advice or training to users on an application’s functionality, correct operation or constraints, and the ability to devise work-around, correct faults, make general or site-specific modifications, updating system documentation, manipulating data, or defining enhancements – often in close collaboration with the system’s developers;
  • Experience of Identifies and resolves problems with applications, following agreed procedures. Uses application management software and tools to collect agreed performance statistics. Carries out agreed applications maintenance tasks.

In addition to the above it is considered highly desirable if you can display:

  • Extensive experience on IT hardware and software support services;
  • Experience on database design; practical experience on Oracle;
  • Experience with the planning, coordination and data management of IT systems;
  • Experience dealing with technical aspects of command and control information systems;
  • Demonstrable evidence in maintaining knowledge of advances in IS engineering;

Languages

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
