Description
:  
The NCI Agency is currently seeking a Software Engineer for our Collective Training and eXercise (CTX) group being responsible for the collective training and exercise application services. As Software Engineer you will act as the system manager for in-service software applications according to a tailored ITIL-inspired methodology; as the task leader for software development and delivery tasks that are part of a larger project; and as the task leader for exercise support tasks that employ the application services.
 
You will also be designing and developing software solutions individually, as part or in the lead of a development team.   
 
Role Responsibilities

This post is assigned to the Education and Training Service Line (E&T SL) of the NCI Agency’s Directorate of Application Services (DAS).

In the DAS, the (E&T SL) is responsible for the planning, management and delivery of individual training. The Service Line is also responsible for the design, management and operation of the application services that support the training organisations in the NATO Command Structure in planning, preparing, conducting and evaluating collective training events and exercises. This post is part of the Collective Training and eXercise (CTX) group which is responsible for the collective training and exercise application services. The duty location is Stavanger since the Joint Warfare Centre, a major training and exercise organisation responsible for major NATO Computer Assisted eXercises (CAX), is located there and requires full time support in the effective employment of the CTX application services. The rest of the CTX group is located in The Hague and this post will have an important role to play in interfacing between the users and customers in Stavanger and the team in The Hague
.

Under the direction of the Head of the Collective Training and eXercise Group, you will perform duties such as the following: 
  • Act as the system manager for in-service software applications according to a tailored ITIL-inspired methodology;
  • Act as the task leader for software development and delivery tasks that are part of a larger project;
  • Act as the task leader for exercise support tasks that employ the application services;
  • Design software architectures including reference and target architectures;
  • Design and develop software solutions individually, as part or in the lead of a development team;
  • Interact with local users to assist project managers in identifying requirements, to assist in the effective employment of the CTX applications, to refine designs, test and transition application services;
  • Deputize for higher grade staff;
  • Performs other duties as may be required.

 

You may be required to travel for business purposes to NATO, national (NATO and non-NATO) and some Operational facilities (Both Inside and Outside of NATO boundaries). As well as this frequent travel between the NCIA offices may also be required.

Person Specification

Qualifications Required

For this post it is essential that you hold a Master's degree in computer science.

Experience Required

In addition to the master degree, you also have as a minimum 5 years working experience in a software development role as a member or as a lead of a team and 3 years working experience in the management of software projects of medium and small size using formal project methodologies
.

It is also essential that you have proven working knowledge of object oriented design and development, service oriented software architectures and implementation approaches, and relational data base design and structured query language.
 
In addition to these requirements, it is considered highly desirable if you can display skills, experience and knowledge in any of the following areas: 
  • Simulation concepts, design and implementation;
  • Microsoft Visual Studio 2010 or above;
  • Design and implementation of web services;
  • Java scripting;
  • Oracle RDBMS or MS SQLServer

Languages

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
