Description

:  

NCI Agency is looking for a Senior Project Manager. Do you have experience in Management of cyber security procurement projects and project quality management principles and processes? Have you provide professional guidance and instruction to engineers, scientists and project assistant personnel? If the answer is yes, this position is ideal for you!

Role responsibilities:
 

This post is assigned to the Cyber Security (CS) Service Line (SL) which provides governance, scientific, technical, acquisition and sustainment support in the area of cyber security, throughout the lifecycle of NATO Communications Information Systems (CIS). The CS SL enables secure conduct of the Alliance’s operations and business in the NNEC environment and in the context of NATO’s C4ISR.

In this position, you will perform duties such as the following:

 

• Management of cyber security procurement projects within agreed time, cost and scope/quality limits.
• Using the MS-EPM (Microsoft Enterprise Project Management) framework used by NCIA, develop and maintain agreed project plans and detailed stage plans in compliance with the PRINCE2 framework and other project management best practices;
• Monitor and control project progress and expenditure to ensure resources are consumed in accordance with the approved budget
• Identify, plan, request and manage the deployment of resources to meet project milestones and initiate corrective actions when necessary;
• Apply project quality management principles and processes.
• Stay abreast of technological developments relevant to the area of work.
• Perform other related duties as required.
• Provide professional guidance and instruction to engineers, scientists and project assistant personnel;
• In co-ordination with the CS SL Chief ensure proactive collaboration and coordination with internal and external stakeholders;

 

Person specification

Qualifications required:

We are looking for a candidate with a university degree in cyber security, computer science, computer engineering or other relevant scientific or engineering discipline, equivalent to a Master's or higher, and supplemented by relevant postgraduate qualifications. The lack of a university degree may be compensated by the demonstration of particular abilities or experience of interest to the Agency.

Experience required:

In addition to in the successful Project Management of major Cyber Security acquisition and/or development projects for a large organization, you will also have: 

•  A formal project management qualification such as PRINCE 2 or PMI PMP;
• Recognised track record in dealing with stakeholders, understanding their needs, problems, and requests and proposing constructive ways ahead;
• Proactive attitude in seeking and maintaining trust from stakeholders;
• Proven ability to communicate effectively orally and in writing with good briefing skills.

 

 

The following will be considered as an advantage:

 

• Familiarity with the MS-EPM Toolset
• Knowledge and experience in the implementation of Cyber Security capabilities including:
• Design and implementation of Cyber Security capabilities in an operational environment
• Cryptographic technologies including key management

Travel:

May be required to undertake duty travel to operational theatres inside and outside NATO boundaries

 

Language skills:

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
