Do you have relevant experience in designing, implementing and operating enterprise-class IT services within an international organisation? Are you familiar with all phases of the service life-cycle and service management in achieving service level agreed targets? Do you have knowledge of providing secure data and directory services in a multi-domain organisation-to-organisation or nation-to-nation scenario?

The NCI Agency is currently seeking for two Senior Scientists with extensive experience in Server and Client Operating Systems and technologies, Virtualisation, Internet Technologies and Best Practice, Storage and Database Management Systems, System Availability, Systems Management, Directory Services, Identity and Access Management, Messaging, Web and Portal Services, Document Management, Workflow, Unified Communication and Collaboration Services.

 

Role Requirements

 

The positions are within the NATO Communications and Information Agency (NCI Agency), an organization of the North Atlantic Treaty Organization (NATO). The NCI Agency has been established with a view to meeting, to the best advantage, the collective requirements of some or all NATO nations in the fields of capability delivery and service provision related to Consultation, Command & Control as well as Communications, Information and Cyber Defence functions, thereby also facilitating the integration of Intelligence, Surveillance, Reconnaissance, Target Acquisition functions and their associated information exchange.

 

These positions are assigned to the Core Enterprise Services Service Line (CES SL), whose mission is to provide, through the Director of Infrastructure Services (DIS) and under the guidance of the Director of Service Strategy (SSTRAT), services and products to sponsors through successful completion of contracted projects or continued delivery of core enterprise information services.

 

The work to be undertaken by the Senior Scientists includes: analysing requirements; developing well-founded and innovative concepts; maintaining a high degree of engineering expertise and awareness; developing cost effective computer based tools and procedures for training and exercising C3 staffs in peace support, crisis and conflict missions and establishing the technical and economic viability of proposed solutions through rigorous testing in the laboratory and under operational conditions. The focus of this work is the improvement of the Core Services for the NATO Enterprise and the achievement of core service interoperability and federation within the Alliance and NATO led coalition operations.

 

Under the guidance of the Head CES SL Engineering and Operations-Exercises Branch, but largely on their own initiative, you are required to maintain core competencies in the areas of design, engineering, implementation, operation and integration of core services. Key areas of expertise are:

  • Data Centre Concepts, Technologies, Operations and Services (IaaS, PaaS etc.).
  • Core Services for static and deployed CIS operations and exercises.
  • Directory, Identity and Access Management services.
  • Securing Core Services.
  • Unified Communications and Collaboration services. 
  • Enterprise Portal and Web services.
  • Core Services for Mobile Clients.
  • Core Service Federation with Alliance Partner and National IT systems.

In addition, the incumbent shall:

  • Provide technical and professional contributions to the conception, development and execution of scientific projects. These contributions will support, but not be limited to, prototyping and testbed applications, trials and demonstrations and military exercises and operations.
  • Provide technical support to CIS procurement and implementation projects. 
  • Co-ordinate the installation and configuration management of laboratory-based prototype systems developed in CES SL and ensure their coherence with other systems (e.g. communications networks) or aspects (e.g. Security). 
  • Provide training when necessary. 
  • Participate in the recruitment and selection of other staff. 
  • Participate and schedule technical assistance for exercises.
  • Give scientific briefings and presentations; write and/or review scientific reports and articles for publication. 
  • Provide personal, scientific, technical and professional support and guidance. 
  • Assist the CES E&OEB Management to plan, prepare and host formal and informal visits, meetings and conferences.
  • Perform ad hoc tasks related to CES SL’s responsibilities. 
  • Performs other duties as may be required.

You may be required to travel for business purposes to NATO, national (NATO and non-NATO) and some Operational facilities (Both Inside and Outside of NATO boundaries). As well as this frequent travel between the NCI Agency offices may also be required.

 

The Senior Scientist will also be responsible to maintain professional contacts with co-workers, within organisation element and the Agency, and on occasion with staff in other NATO organisation and external body.

 

Person Specification

 

Qualifications Required

You will hold a university degree in an information systems related scientific or engineering discipline, preferably equivalent to a Master’s, and supplemented by relevant postgraduate qualifications.

 

It is highly desirable that you possess ITIL Concepts and Operation certificate and/or a qualification in Project Management, such as PRINCE2, etc.

 

Experience Required

The ideal candidate will have extensive knowledge and at least 7 years of recent experience in:

  • Core applications and related services.
  • Secure cross-domain solutions and Information Exchange Gateways.
  • Enterprise Systems Management services, methods and tools.
  • Enterprise service provisioning of infrastructure systems and standards.
  • Interoperability/internetworking concepts including security.
  • Integration of core services and applications.
  • Laboratory and field trials planning, execution and evaluation.
  • Modern information systems technology trends and commercial off-the-shelf products. 
  • Proven ability to communicate effectively orally and in writing with good briefing skills.

In addition it is considered highly desirable if you can display: 

  • Experience in the application of Web and Portal technology to modern information systems. 
  • Experience in engineering, integration and support of IT infrastructure components. 
  • Experience from working in a service provisioning organization. 
  • Prior experience of working in an international environment comprising both military and civilian elements. 
  • Knowledge of NATO responsibilities and organization. 
  • Experience and/or professional certification in the implementation and administration of COTS products such as MS Windows Server, Linux, Oracle, MS SQL, VMware, MS HyperV, MS SharePoint, MS Active Directory and Active Directory Federation Services, MS Exchange, MS Skype for Business, Client OS (Windows, OSX, iOS, Android etc.). 
  • IT Architecture and design and knowledge of design/architecture tools and methodologies

Languages

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
