The NCI Agency is currently seeking a Principal Capability Requirements Manager to work within our AirC2 Programme Office and Services directorate within our Future Requirements Branch. As the Principal Capability Requirements Manager you will be responsible to capture and analyse the Operational and user requirements in order to translate and develop these into System and Information exchange requirements; you will be developing and maintaining target and reference architectures from an operational perspective and be responsible for synchronisation of ongoing and planned system implementations forming the Capability road-map. You will also be developing proposals for adaptations and changes to develop the existing AirC2 programmes and projects to reflect operational and interoperability needs.

Role Requirements

This is a position within the NATO Communications and Information Agency (NCI Agency), an organization of the North Atlantic Treaty Organization (NATO);
The Air C2 Programme Office and Service (AirC2 PO&S), as part of the NCI Agency, ensures the harmonised planning, implementation, deployment, evolution and support of the Air Command and Control System (ACCS) and other AirC2 assigned programmes, in a way that satisfies the operational requirements and minimizes the military risk, taking into account the NATO political, economic and schedule requirements and using the most suitable industrial and technological solutions.
The Requirements Management Branch (RMB) manages the AirC2 portfolio, business plans and offers through direct customer liaison and supports Demand Management. This Branch assesses operational needs, assures AirC2 service and the operational effectiveness of capabilities.
The Future Requirements Section (FRS) manages and oversees the interpretation of operational concepts, ensures the coherence of the new requirements to enable the seamless evolutionary development of the Air C2 systems throughout the entire capabilities life-cycle, and provides to internal and external stakeholders as necessary. 

As the Principal Capabilitiy Requirements Manager, and under the direction and supervision of the Head-FRS you will be expected to:

  • Capture and analyze operational and user requirements, develop the future capability requirements, translate them into system and information exchange requirements, and maintain the AirC2 requirements baseline;
  • Develop and maintain, with an operational perspective, the Air C2 Target and Reference Architectures, in a consistent manner with the NATO architectural framework and interoperability directives for C3 systems;
  • Synchronize on-going and planned Air C2 system implementations to form the AirC2 Capability Roadmap, including their Missile Defence related extensions, within schedule and affordability constraints, and covering interoperability, reusability, reliability, supportability, testability, and programmatic aspects;
  • Develop proposals to adapt the existing AirC2 programmes and projects in order to achieve a seamless AirC2 Capability, and maintain the related documents in order to fully reflect the operational and interoperability needs;
  • Co-ordinate with SHAPE, the AirC2 National Experts (NATEXs), and with the Programme Implementation, Engineering, and Service Transition Branches in AirC2 PO&S, on requirements, Capability Package preparation, Type-B Cost Estimate (TBCE), Engineering Change Proposals (ECPs) and Service Level Agreements (SLAs) preparation;
  • Communicate the assigned products, projects, and services plan to the various NATO Committees and Working Groups, as required, and manage expectations of key stakeholders from NATO and the Nations;
  • Deputize for higher grade staff, if required;
  • Perform other duties, as may be required.

As the Principal Capability Requirements Manager, you may be required to travel for business purposes to NATO, national (NATO and non-NATO) and some Operational facilities (Both Inside and Outside of NATO boundaries). As well as this frequent travel between the NCIA offices may also be required.

Qualifications Required

The Successful candidate will hold a university degree, from a nationally recognized/certified University in a technical subject with substantial Information Technology (IT); preferably equivalent to a master's degree and supplemented by substantial relevant Information Technology qualifications.
Exceptionally, the lack of a university/college degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency.

Any Industry Recognized Training / Certifications in relevant areas of expertise e.g. ITIL, DOORS, Prince 2 etc. would be considered highly desirable.


Experience Required

The ideal candidate will be required to hold, as a minimum, 8 years of post-related experience and be able to display recent experience and in depth working knowledge of:

  • System engineering, in developing reference and target architectures, and/or procuring large, complex, federated, and distributed C2 systems.
  • In (operational, capability, user, system) requirements management.
  • In the use of computer-based support tools with an emphasis on Microsoft Office, system architecture engineering, and support tools.
  • Effective communications orally and in writing, with excellent briefing skills and the ability to produce clear and concise reports.

It would also be considered essential that you possess a good understanding of the NATO structure and procedures for planning, acquisition, programming and implementation of common-funded projects as well as Operation and Maintenance of these capabilities.

In addition to the above qualifications and experience it would be highly desirable if you can display:

  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of the AirC2 systems including ACCS and AirC2 Information Services, and of the NATO Integrated Air and Missile Defence environment;
  • Knowledge of evolutionary development practices, architectural and design models, advanced software technologies and an appreciation of how these can be applied to a complex, geographically distributed system such as ACCS;
  • Knowledge of NATO responsibilities and organization, including ACO and ACT

Languages

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
