Description
:  

NCI Agency is looking for an experienced Engineer to provide leadership to a team within the Network Services and IT Infrastructure Service Line. If you have experience in the operation, planning and maintenance of Network Transmission components, as well as technical leadership experience, this post is for you!

 

Role responsibilities

As a Service Manager, you will be assigned to the NCI Agency Directorate of Information Services which holds life-cycle responsibilities for its services, which include consultative and technical services to the NATO Strategic Commands, to other NATO organizations and member Nations, and internally within NCI Agency, in the form of requirements analysis, concept development, project definition, system design, trade-off analyses, acquisition management, support to operations, sustained delivery, and maintenance. The mission of the Network Services and IT Infrastructure (NSII) Service Line is to provide, through the Director of Information Services, these services and products to sponsors through successful completion of contracted projects.

Under the direction of the Service Owner, the Service Area supplies the skills and competencies required for full life-cycle support of static communications infrastructure within NATO, primarily connecting NATO static and deployed forces (operational and exercise communities). You will be responsible for the healthy state of all Transmission connectivity.

On daily basis, under the direction of the Operations Manager, but largely under own initiative, you will perform duties pertaining to performance of service related management activities and oversee all engineering activities for the provision and operations of transmission links for NATO’s locations. 
The said duties consist of (but are not limited to):  
  • Provide guidance to the Lead Engineer to support the prioritization and workload of the Cell Engineers.
  • Interface to Project Managers for new projects or service enhancements.
  • Develop procedures and tools to ensure the most economical use of manpower and resources to maintain transmission services.
  • Manage capability configuration changes, as well as emergency reconfigurations;
  • Prepare contingency plans and manages coordinated responses in case of major incidents;
  • Provide technical expertise for collecting and analysing of data for operational performance.
  • Ensure Service Management Tasks for all assigned Systems with Engineering support.
  • Ensure analysis and reports on all reported incidents, together with the provision of expeditious diagnostic assistance and fault resolution which is beyond the capability of the Operations Centre; this may include telephone assistance, the production of advice notices and the implementation of software changes as well as the provision of emergency on-site support for recovery or restoration of service.
  • Ensure the provision of remote, seamless system support to all operational NATO sites, including NATO exercises and peace support operations.
  • Initiate Budget input creation
  • Attend committees / conferences / WGs as dictated for co-ordination.
  • Contribute to performance reports
  • Participates in the performance management systems

Person specification

Qualifications required:

 

You will be asked to demonstrate a university Degree in Electrical and/or Electronics Engineering, Telecommunications, or a related discipline, or equivalent combination of appropriate qualifications and experience. Exceptionally, the lack of a university degree may be compensated by the demonstration of particular abilities or experience (at least 12 years) of interest to the Agency.

Preferably, you will have Prince 2 Certification, or a relevant certification related to Project Management.

Experience required:

 

You will have at least five years of experience in the operation, planning, and maintenance of Network Transmission components such as Alcatel, or other related manufactures. In addition, you will demonstrate sound experience in:

  • Implementation and management of MPLS based networks.
  • TCP/IP fundamentals, video transmission principles and telecommunications quality assurance practices.
  • Telecommunication Systems Engineering and all the associated aspects. Specific knowledge analog, digital, FDM, TOM, ATM, IP and MPLS switching and networking techniques and protocols.
  • The development, implementation, fielding, testing and maintenance of modern communications equipment.

Your engineering skills, will be supplemented by business and managerial skills, such as:

 

  • Contingency planning and implementation.
  • Budget planning, preparation, and execution.
  • Change Management, and implementation of regulatory, legal, and/or professional standards.
  • Managing small scale projects for the implementation of CIS services related to provision of Transmission or Data services.
  • Managing, leading, and mentoring a team.

Preferably, you will also have knowledge of management systems for MPLS, as well as working knowledge with ALCATEL/LUCENT network equipment.

Language skills:

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge, both written and spoken is essential. Knowledge of the other NATO language, French, is desirable.

 

Travel:

The successful candidate may be required to undertake duty travel to NATO and national (NATO and non-NATO) facilities as well as travel frequently between the NCI Agency facilities.
