Scope

The IT Unit consists of four staff members and is part of the Administration Division. It is responsible for providing IT services to the organisation as a whole and to 170 end-users in Brussels, Geneva and Luxembourg.

The successful applicant will be responsible for managing the IT function of the organisation, including developing, coordinating and implementing the Secretariat’s IT strategy and ensuring that the organisation’s IT needs are met at all times.

The main tasks of the successful applicant will be the following:
• Leading the IT Unit and ensuring daily operations and user support
• Planning and developing the IT infrastructure and strategy
• Managing and controlling the IT budgeting process
• Giving guidance to the organisation on the optimal use of IT to further improve the service to the EFTA Member States
• Managing relationships with external service providers: contracts, licences and support agreements
• Managing IT projects
• Application management of the records management system
• Ensuring system and network security

Qualifications

University degree in computer sciences and appropriate experience in an international multicultural environment.

Experience

• A minimum of ten years’ relevant work experience, preferably from an international organisation
• In-depth IT knowledge and experience in information management, and proven ability to manage and coordinate IT projects in a medium-size structure
• Experience with Public 360° or similar document records management systems an advantage
• Experience with the following technologies beneficial: Microsoft products including Windows 2013 Server, VMware virtualisation technologies and SQL Server Reporting Services (SSRS)
• Good knowledge of IT Service Management and ITIL best practices

Skills

• Excellent leadership, organisational and communications skills
• Good negotiator and pro-active attitude
• Structured, pragmatic and analytical

Languages

• Excellent written and spoken English
• Good knowledge of French and/or Dutch would be an advantage

Employment Terms

Grade: A5
Annual starting salary: EUR 101,373
Appointments are made at the first step of the grade. The Secretary-General reserves the right to appoint a candidate at a level different from that advertised.

Salaries and related payments are exempt from taxation by the EFTA Member States and, as regulated by headquarters agreements, in the EFTA host states. Depending on the candidate’s family status, benefits and allowances may apply.
