1.  Organizational Context

 

Organizational Setting

 
The position is located in the PCT Information Systems (PCTIS) Division. The Division implements the service management framework for the portfolio of business applications supporting the PCT, a highly successful patent filing treaty. The Division also contains application development teams, and there is collaboration with infrastructure teams and end users.  It also delivers service desk, information architecture, release and deployment coordination and systems operation services to the PCT.

 

Purpose Statement

 
The main role of the incumbent is to convert business requirements and needs into future architecture and design, guide the development and communicate on high-level structures of integrated solutions. He or she provides guidance on the modifications and integration of components and ensure that they take account of existing architectures, strategies, policies, standards and practices. He or she also ensures that existing and future components remain compatible.

 

Reporting Lines

 
The incumbent works under the supervision of the Director of the Division.

 

Work Relations

 
He or she works closely with the Head of the Operations and Support Section, and the head of the Production and Support Unit and liaises with Enterprise Architecture Division, concerned IT staff and users within and outside the Service on architecture, production, deployment, intervention and maintenance issues.
 

2.  Duties and Responsibilities

 
The incumbent will perform the following principal duties:

 

(a)  Designs target architectures for complex and highly secure systems, based on business requirements and needs, within a business change programme, ensuring viability, stability and consistency with existing systems.

(B)  Guides the development of above mentioned designs, by establishing comprehensive strategy and policy for architecture components, promoting the discipline to ensure consistency and using appropriate tools, following WIPO technology Standards.
© Ensures and demonstrate that requirements are met based on business requirements.

(d)  Selects appropriate design standards, methods and tools, consistent with agreed enterprise and solution architectures and ensures they are applied effectively.

(e)  Liaise with business representatives to present any options or considerations which require a business decision.
(f)  Maintain technology awareness, propose and validate technical solutions.
(g)  Produces detailed component specifications and translates these into detailed designs for implementation using selected products.
(h)  Perform other related duties as required.
 
 

3.   Requirements

 
Education
Essential
First-level university degree in information technology, computer science or a related field.  Proficient in an Architecture framework.
Desirable
Certification in project management, e.g. PRINCE2 or Agile.
 
Experience
Essential
At least fifteen years of relevant professional experience, including in the domain of Enterprise Architecture, System and network architecture, managing large scale IT transformation projects with direct business impact by using industry standard methodologies and tools.
At least fifteen years of experience with at least two of the following areas: ICT infrastructure design and operations, information architecture design and operations, software architecture design and implementation.
Desirable
Experience in large scale IT program Architecture design and implementation.
Experience with highly secure ICT solutions.
Experience in international IP registration systems.
 
Language
 
Essential
Excellent knowledge of English.
Desirable
Knowledge of other PCT publication languages.
 
Knowledge
Essential
Knowledge of Enterprise, System Architecture.
Knowledge and understanding of infrastructure, network configurations, physical and virtual servers, SANs, WAN topologies, HA/clustering, dynamic allocation policies, storage solutions etc…
Knowledge of Virtualized environments management; Server and Desktop Virtualization; IaaS (Infrastructure as a Service); SaaS (Software as a Service); SDDC (Software Defined Data Centre).
Desirable
Knowledge of project management, determining a course of action by breaking it down into smaller steps and by planning and resourcing each of these, making allowance for potential problems.
Knowledge of methods and techniques for delivering effective presentations.
Knowledge of methods and techniques for preparing and presenting business cases, requests for proposal (RFP) invitations to tender (ITT) and statements of requirements/work both orally and in writing.
 
Skills and Competencies 
Essential  

(a)  Ability to understand and simplify underlying issues in complex problems or situations.

(B)  Expert in the IT/IS infrastructure (hardware, databases, public/private cloud, operating systems, intelligent SAN, *aaS, middleware/SOA, Lan, WLan, Wi-Fi etc.) and the IT applications and service processes used internally, including those associated with sustainability and efficiency including virtualization, re-use/sharing, and closed loop strategies.

©  Expert in business analysis, understanding the needs of the internal or external business owners and regularly communicating with stakeholders when taking actions or making decisions.

(d)  Proficient in planning and managing interactions between two or more networking systems, computers or other "intelligent" devices. Examples: topological design, load balancing, virtual distributed firewall, overlay networks.

(e)  Ability to foresee and evaluate impact of action on dependencies and take appropriate action.

(f)  Ability to maintain technology awareness, provide analytical comparison of IT products against specified criteria (including costs) to determine the solution which best meets the business need.

(g) Ability to elaborate and execute organizational strategy.

(h) Ability to advise on available relevant standards, methods, tools and applications and make appropriate choices from alternatives.

(i)  Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.

Annual salary:
 
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the November 2016rate of 84.7%.

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations (not applicable for the External Offices).

Additional Information
 
Temporary appointments are renewable, subject to continuing needs, availability of budget and satisfactory performance with a maximum cumulative length of two years.
