NATO Headquarters is looking to hire a SharePoint administrator/developer. Are you a service oriented technology professional with SharePoint Administration experience? 1.         SUMMARY

 

The core mission of the Application Delivery & Support (ADS) team is to provide support and maintenance services for Information, Communication and Technology Management (ICTM)-supported business applications at NATO Headquarters (HQ) and to provide application technical expertise and resources for delivery of new business applications.

 

The team supports a large number of applications and Web sites. Applications are Commercial-off-the-shelf and in-house developed systems mostly based on Microsoft, and Web technologies.

 

The Application Support Analyst will have day-to-day operational maintenance and support responsibility for a number of assigned SharePoint systems and applications. The major part of his/her work will be as a SharePoint administrator supporting SharePoint farms and associated applications, and additionally as SharePoint developer. He/she will meet established Service Level Agreements (SLA's) by identifying and correcting system faults, or will provide adequate workarounds to provide time needed to implement a permanent fix. He/she will implement minor changes to the systems as approved and agreed through ICTM processes, and will decommission obsolete systems. He/she will also take part in application delivery projects as a technical resource.

  

2.         QUALIFICATIONS AND EXPERIENCE

 

ESSENTIAL 

 

The incumbent must:

  

  • have a good general education, at least to higher secondary level complemented by a technical curriculum in information technologies, computer sciences, or another relevant discipline;
  • have at least 4 years of experience in a combination of the following skills:

 

  • administration of SharePoint farms (versions 2013/2016) to include farm installations/configurations, applying cumulative updates/service packs, and troubleshooting/solving farm issues, mainly by means of PowerShell;

  • application development and/or support, with at least 2 years of recent, direct experience using Microsoft technologies (.Net, WebAPI), development tools (Visual Studio, TFS) and databases (SQL server);

  • have an adequate level of SharePoint developer skills (versions 2013/2016) with focus on client-side coding (JavaScript) with AJAX calling web services using languages/technologies including C#, JavaScript (React), HTML5, CSS3.0;

  • have experience and skills in technical application requirements analysis, design and documentation;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.

 

 

DESIRABLE

 

 

The following would be considered an advantage:

  
  • an intermediate knowledge/experience level regarding Windows 8 or higher; Windows Server 2012 (R2) or higher; SQL Server 2012 or higher; IIS 7/8; and PowerShell 1.0 or higher;
  • a basic knowledge of networking and cyber security technologies: load-balancing, web application firewall, border protections system (firewall), IP configuration, DNS;
  • experience migrating SharePoint farms (from 2010 to 2013/2016);
  • knowledge and experience in testing, release management, configuration management and other IT-operational disciplines based on e.g. ITIL;
  • having made use of a recognised system development methodology, and having developed and interpreted specifications based on various modelling techniques;
  • an in-depth understanding of the concepts of Web development and technologies in general, and security in particular.
3.         MAIN ACCOUNTABILITIES
 

Expertise Development

 

Take part as a technical resource in delivery of new applications or enhancing features and functionalities of existing applications. Ensure that the SharePoint environments remain responsive to evolving business and technical requirements. Monitor and review the status of production applications for adherence to SLAs, license agreements, operational efficiency and capacity needs. As necessary, raise requests for change for improvements, upgrades or replacements of all or parts of production applications or the operating environment. Ensure configuration control of the production applications.

 

Project Management

 

As a project team member provide input, comments, and effort estimates after reviewing the business cases and requirement documents. Contribute to the design, implementation and delivery of projects that provide new or upgraded applications/systems. Develop and maintain documentation on the provided applications. Work with the appropriate project staff to plan and execute production installation, final application acceptance testing and post implementation reviews.

 

Information Management

 

Work with information management and security staff to ensure that applications comply with relevant policies and procedures regarding access and use of information. Provide application specific information and standard operating procedures to the Service Desk staff and knowledge database to increase the number of incidents resolved at the 1st support level (Service Desk). 

 

Stakeholder Management

 

Provide 2nd and 3rd level support on application-related incidents reported to ICTM through the Service Desk, where applicable relying on 3rd level support contracts with third parties. Assist the Service Desk in responding to first level support questions regarding the operation of the applications. Interact efficiently with all parties within ICTM and with other stakeholders concerned with the deployment of assigned applications to ensure smooth transfer to production and support. Provide assistance to business end user content managers and system administrators on how to manage and maintain applications, web sites and SharePoint site collections/sub sites.

 

Knowledge Management

 

Provide ad-hoc reporting services. Ensure that essential technical support documentation is available and up-to-date for all supported applications.

 

Perform any other related duty as assigned.

 

 

4.         INTERRELATIONSHIPS
 

The incumbent reports to the Head, Application Delivery & Support Team 1. He/she works closely with the other staff members of ICTM and NATO Communications and Information Agency (NCIA) CIS Support Unit (CSU) Brussels, and in particular the NCIA CSU Brussels Service Centre, Database Support, Cyber Security and Server Management Sections. He/she coordinates and works with business application owners and other staff members within the Headquarters on incidents and issues relating to application support.

6. CONTRACT:
 
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter.
 
Contract clause applicable:
In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
 
NOTE: 
Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade.
There are certain specific circumstances in which a serving staff member may be appointed directly to the higher grade.  These are described in the IS directive on twin-graded posts.
Advancement to the higher grade is not automatic and at least a minimum period of 3 years’ service (2 years for an A.1/A.2 post) is required before promotion to the higher grade can be considered.
