Description
:  
1. SUMMARY
 
The incumbent’s primary role is to be a BICES System Administrator for Intelligence, Surveillance and Reconnaissance (ISR) services within the BICES Group Executive (BGX) ISR Cell.
 
He/She fulfils tasks as directed by the BGX ISR Cell Chief (through the ISR Cell Engineer/Architect) responsible to BICES ISR Working Group (BISRWG) nations for the execution of the BISRWG Programme Of Work (POW) and associated projects and activities.
 
He/She also acts as a conduit of technical information between the ISR Cell and those of BGX Intelligence Service Operations (ISO) Division, Systems and Server & Applications Section and cooperates with other individuals of the BGX for ISR-related issues. This includes security, event, incident, problem and configuration management activities with regards to ISR services.
 
As an authorized BGX System Administrator, he/she maintains a functional dependency from the BGX Operational Authority through the BGX Head ISO and security and operational requirements when managing and administering ISR Systems within the BGX Element and Central Node.
 
 
2. PRINCIPAL DUTIES
  • Supports the installation, integration, programming, operation and maintenance of ISR systems and services implemented at the BGX central node and  BGX element, with regards to the System Administration (SA) of the Hardware (HW) and Software (SW) of all assigned system servers. This may  include Coalition Shared Data Server (CSD) systems and services, MS Windows Servers and LINUX based systems with associated services (e.g. MS Exchange Server, MS WSUS and Enterprise Management Systems (EMS) servers, print and file servers, Anti-Virus and Spyware Servers, Server Clusters, WEB based services, Storage Area Networks (SAN), Tape Backups and Virtualization environments.
  • Assists Nations' efforts to field and test ISR capabilities, provides technical advice and troubleshooting assistance as feasible, in direct support of operational ISR Services, including both unclassified and classified experimentation networks and domains.
  • Supports the development of change and release plans, to include testing, rollout and rollback plans for ISR Services. Assists during the periodic BGX testing of Disaster Recovery/Business Continuity Plans, and reporting findings with recommendations on improvements for further developments.
  • Executes established and proper preventive maintenance plans for all server, systems and software components intended for supporting ISR capabilities.
  • Supports in maintaining all ISR technical and service oriented documentation, ensuring it is properly stored and kept up-to-date.
  • Reviews and tests any/all ISR-related Standard Operating Procedures (SOPs), ensuring accuracy and standardization of implemented procedures. Collects and validates ISR systems and services performance metrics, optimizing performance. Support the BGX Systems Section in the creation and execution of Service Improvement Plans (SIPs).
  • Collects analyses and forwards proposals for required service and technical underpinning support contracts to the BGX ISO Section Technologist through the ISR Cell Engineer/Architect.
  • Stays abreast of technological developments relevant to the ISR area of work.
  • Assists during actions required to maintain the Alt BOC site within the same standards as provided above with regard ISR Systems.
  • Conducts Test&Validations of national implementation against reference tools established in BICES ISR baseline (eg. BICES CSD common standard).
  • Supports BGX ISR Cell Chief (through the ISR Cell Engineer/Architect) in other kind of test, trial or exercise decided by BISR WG member to facilitate future implementation of tools or services.
     
3. RESPONSIBILITIES OF THE POST
  • Performs tasks as directed by the BGX ISR Cell Chief (through the ISR Cell Engineer/Architect) responsible to BISRWG nations for the execution of the BISRWG POW and associated projects and activities.
  • Maintains, as an authorized BGX System Administrator, a functional dependency from the BGX Operational Authority through the BGX Head ISO and he/she is expected to fulfil security and operational requirements when managing and administering ISR Systems within the BGX Element and Central Node.
  • Ensures that all required steps and actions are taken to resolve ISR-related incidents and customer requests following the established models, outlined by the BGX ISO Service Delivery Manager. These actions are in concert with additional support tiers including: Service Desk Operators, Communications Section, Information Assurance and on case-by-case bases including the necessary BGX Engineering Division, with an overall aim of providing timely 1st, 2nd and 3rd level support for server and application services, technical assets to the objectives laid out within the ISR Cell responsibility (e.g. CSD servers, data storages etc.).
  • Assists maintaining, updating and modifying ISR system management and monitoring services, and provides advice to other BGX System Administrators. He/She acts as conduit of technical information between ISR Cell and those of BGX ISO Division, Systems and Server & Applications Section.
  • Plays an active role during any/all upgrades, changes and modification on ISR application services through Capacity Management studies, such as: system utilizations, limitations of operational devices, as they reach limitation thresholds and lifecycle effectiveness. 
  • Supports the Event and Problem Management processes within the BGX with regards to ISR services.
  • Configuration Management: Supports ISR Configuration Management Process by providing essential information to the BGX Configuration Manager, specifically being the technical reference point of contact for the ISR Cell, responsible as Configuration Librarian responsible for all hardware and software installed supporting the ISR functions and services.
4. PROFESSIONAL CONTACTS
 
Promotes and maintains professional relations with appropriate officials, both military and civilian, within nations and NATO as required.
 
5. SUPERVISORY/GUIDANCE DUTIES
 
He/She hosts no supervisory responsibilities and is assigned as Technical Staff member.
  
6. WORKING ENVIRONMENT
 
Normal office environment.
  
7. TRAVEL REQUIREMENTS
 
Will be expected to travel to support planning meetings and execution of BICES ISR operations. Travel to Operational Theatres in support of crisis operations may be required.
 
8. QUALIFICATIONS AND EXPERIENCE
 
Essential
  • At least 5 years of practice as a Systems Administrator with VMware vCenter to configure, operate and maintain VMware vSphere Datacentres including iSCSI connections to external storage and host clustering for HA and DR.
  • Experience supporting and operating ISR focused services, specifically the CSD (Coalition Shared Data) and product library, streaming services, SPS++ ISR Workflow process operated by BGX, Nations, and NATO.
  • Ability to understand, assess and solve technical issues in a troubleshooting environment and under time pressure constraints.

 

Desirable

  • Specific Experience: - System administration experience in Microsoft/LINUX environments to include experience with maintaining Oracle and SQL Databases.
  • Recent experience providing ISR technical services support to Military Operations, with Coalition Operations experience.
  • Experience with installation, support, configuration, and troubleshooting on the CSD services used within the BGX.
  • Experience with ISR services interfaces between ISR systems.
  • Experience with Information Exchange Gateway solutions supporting ISR services interfaces between different classification level networks, e.g., BICES NATO SECRET to Mission SECRET networks.
  • Experience with storage, access, problem reporting and change control of Cls. Application of status accounting and auditing, in line with acknowledged external criteria such as ISO 9000, 9001 and 9004 throughout all stages of the Cls' life history.
  • Certification on lT industry/service provider standards, (e.g. lTlL).
  • Strong foundation in system security issues.

10. EDUCATION:

 

1. Essential:

Higher Secondary education and completion of advanced vocational training leading to a professional qualification, or professional accreditation with 4 years’ post related experience.

 

2. Training:

•Microsoft Certifications in Server 2016 and Windows 10 and virtualization (e.g. VMware).

 

11. LANGUAGE PROFICIENCY

 

Advanced English; beginner French desirable

 

Note: The work, both oral and written, for this post and within the organization as a whole is conducted mainly in English.

 
12. CONTRACT:
 
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter.
 
Contract clause applicable:
In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.
 
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
 
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
 
 
NOTE: 
Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade.

There are certain specific circumstances in which a serving staff member may be appointed directly to the higher grade.  These are described in the IS directive on twin-graded posts.

Advancement to the higher grade is not automatic and at least a minimum period of 3 years’ service (2 years for an A.1/A.2 post) is required before promotion to the higher grade can be considered.
