Description
:  

Do you have recent and relevant experience in the conception, design and development of advanced IT equipment, demonstrators and infrastructure? A proven experience in distributed data processing architectures and networks?

  1. Post Context/Post Summary.
     
    Information Laboratories Office (ILAB) supports the execution of the Programme of Work through the conception, design, development and construction of state of the art technologies in computing, networking and modelling & simulation (M&S), ensuring interoperability, security and compliance with relevant NATO policies and regulations.
     
    This includes: planning, conducting and evaluating technical projects and experiences in related fields, as required by the Programme of Work; organizing the delivery of strategic elements required for Centre work, such as scientific data storage and processing capabilities, interconnection with public and private national/NATO networks, integration of battle laboratories, geospatial information systems, remote sensing capabilities, M&S and visualization capabilities; developing and monitoring the execution of Service Level Agreements (SLA) with service providers, to include the NATO C&I Agency and external contractors; development and administration of financial plans and periodic submissions as required by Centre Management and by NATO entities such as the Working Group of National Technical Experts (WGNTE) and the NATO Office of Resources.

           2. Principal Duties.

 

Under the supervision of the Operations & Project Support Manager, the incumbent will be assigned the following tasks:

  • Conduct and document experimental or theoretical investigations as part of a team working on maritime research problems as part of the execution of the Centre Programme of Work.
  • Plan and organize ILAB support to experimental activities, to include requirement analysis, participation to planning activities, coordination with Scientist in Charge and Engineering Department, and service delivery.
  • Conception, design and development of advanced equipment, demonstrators, infrastructures or facilities.
  • Provision of professional contributions aimed at ensuring compliance with NATO technical architectures and Information Assurance policies and rules.
  • The investigation of maritime research problems either as an individual scientist or as the leader of an integrated team.
  • Promoting and maintaining close relations with other scientists or military staff concerned with similar or related problems within the CMRE and in national or international scientific establishments and military headquarters.
  • Perform such other related duties and responsibilities as assigned from time to time.
     
     
    3Special Requirements and Additional Duties.
  • Flexibility Clause. In order for the organization to deal with emergent requirements, the incumbent may be required to perform other related duties as directed (in particular, the incumbent can expect to work as a member of Working Groups, Project Teams, etc. for defined periods of time).
  • Deployment/Travel. The incumbent may be required to perform his or her duties onboard Centre vessels and may be called upon to perform like duties elsewhere in the organization. The incumbent can expect to go on TDY both within and outside NATO’s boundaries.
     
    4. Essential Qualifications.
  • a. Professional/Experience.
  • Formal education and experience will be in the engineering, science, information technology or related field.
  • A minimum of 4 years of professional experience in the design and/or operation of complex IT setups (2 years if the candidate possesses an advanced degree).
  • Proven experience in distributed data processing architectures and networks that are applicable to maritime research, systems or operations (e.g. wireless networks, real time processing, scientific computing, big data architectures, systems engineering).
  • Proven experience in security design of network-enabled services and applications, with an emphasis on availability, integrity, authentication and confidentiality.
  • Ability to provide direction, to ensure an effective work structure to meet objectives and to work collaboratively to achieve business goals.
  • Ability to manage multiple projects and tasks and ability to adapt to changing requirements
     
     
    b. Education/Training.
  • A BSc or BEng in a relevant field (e.g. computer science, computer engineering, physics) and 4 years professional experience. Candidates not holding a university degree could be exceptionally taken in consideration provided they have 10 years of experience that is of specific interest to STO-CMRE.
     
    c. Language Requirements.
  • English SLP 3333 (Listening, Speaking, Reading and Writing).
     
     
    5. Desirable Qualifications.

        a. Professional/Experience

  • Proven experience in the implementation of, and compliance with, NATO CIS Security regulations and procedures (e.g. AC/35, AC/322).
  • Proven experience with NATO technical architectures (e.g. Federated Mission Networking-FMN, NATO Interoperability Standards and Profiles-NISP) and Enterprise Architecture frameworks (e.g. NATO Architecture Framework-NAF, TOGAF).
  • Knowledge of Information Technology Infrastructure Library (ITIL) Service Management and Control Processes and Service Level Management.
  • Proven experience in the design, implementation and operation of Maritime Communications and C2 systems (e.g. Link 11, Link 16, Recognized Maritime Picture, Maritime Command & Control Systems, MCCIS, NIRIS)
  • Experience with Maritime Operations and Operational Experimentation.
  • Experience with the ISO 9000 or similar Quality Management System.
  • Experience in an international organization.

 

  • b. Education/Training
  • MSc/MEng in computer engineering, computer science or other field relevant to the post.
  • Formal education/training in Project Management (e.g. PRINCE2, PMP)
  • Formal education and training on Information Assurance/Information Security.
     

         c. Language

  • Plans most daily work details within given priorities and under some regular supervision. The incumbent has direct supervision of one or more people performing related work, and may act as project manager coordinating project teams (indirect).
  • Work may include a degree of planning and coordination.
     

          c. Professional Contacts.

  • Regular professional contacts with others inside and outside the Centre on functional matters. Solicits/gives information and provides advice/guidance. May negotiate at own level and should use initiative. Could commit individual organizational element to a course of action.
     

           d. Contribution to the Objectives.

  • Contribute to the objectives of the Organization by providing support and assistance in programme of work execution, providing information allowing others to commit resources of the Organization.
  • Has indirect impact on the work and objectives of the organization.

         Work Environment.

  • The work may be performed in an office, laboratory or workshop environment, or on board Centre ships. Slightly undesirable working conditions may apply.
